Hà Nội launches 100-day push to speed up digital transformation

HÀ NỘI — Hà Nội has launched a 100-day campaign to accelerate digital transformation, setting targets to improve public services, integrate government databases and boost the digital economy.

The campaign, which began on July 14 under a plan issued by the municipal People's Committee, aims to remove longstanding bottlenecks in data management and digital governance while speeding up the implementation of key digital projects.

Authorities have been instructed to complete all assigned tasks on schedule, with progress measured by tangible outcomes rather than administrative reporting.

A central objective is to build a shared citywide database by cleaning, standardising and integrating data from multiple sectors, including public investment, businesses, land administration, planning, construction, healthcare, education and public administration.

The city aims to complete the integration by August 30.

At the same time, Hà Nội will conduct a 45-day campaign to complete its contribution to the national land database. Data for around 4.2 million land parcels will be updated, with more than 3.2 million existing records required to meet standards for accuracy, completeness and consistency by July 30. Nearly 950,000 additional land parcels currently being surveyed are expected to be completed by the end of August.

The city will also overhaul its digital infrastructure by reviewing existing software systems and replacing or integrating them into common platforms where necessary.

A unified digital identity system will allow users to access municipal services through a single login linked to the national VNeID platform, while HanoiWork will become the city's central digital workplace and document management portal.

Administrative reform is another priority.

The city also aims to halve both processing times and document requirements for administrative procedures.

Among the reforms, Hà Nội will pilot exemptions from construction permits for private houses across all 126 communes and wards and introduce a 'silence means consent' mechanism for inter-agency consultations that exceed statutory deadlines.

The plan also seeks to strengthen the digital economy.

City authorities hope to attract between three and five major investment projects worth a combined VNĐ50 trillion (US$1.9 billion) in sectors including artificial intelligence, data centres, digital industries, logistics, e-commerce, cultural industries and research and development.

At least 20 local technology companies will receive support to expand into overseas markets, with the goal of generating export revenue in the fourth quarter.

Small businesses and traditional craft villages also form part of the initiative.

Each commune and ward must help at least 30 per cent of local household businesses and small enterprises adopt digital technologies. Businesses with annual revenue exceeding VNĐ1 billion will be required to use electronic invoices generated from cash registers, while another 5,000 household businesses will be brought into the electronic invoicing system.

Cashless payment services will be introduced at all traditional markets across the city's 126 communes and wards, with each locality expected to establish at least five cashless shopping streets.

The city will also support small businesses by introducing AI-powered tools for sales, marketing and customer service, launch a dedicated 'Hà Nội Capital Products' storefront on Shopee, expand online sales of OCOP and traditional craft products, and organise livestream events promoting local products.

Officials aim for the campaign to generate at least VNĐ500 billion in e-commerce sales during a citywide digital promotion month.

In tourism, Hà Nội plans to pilot two creative night-time economy models and develop at least 10 digital tourism destinations linked to local products. Digital community models will also be rolled out across the city's 2,729 villages and residential neighbourhoods.

The HanoiCheck digital food safety system will be introduced in all schools operating semi-boarding kitchens.

To ensure implementation, all digital transformation projects scheduled for 2026 must receive funding before July 31, with at least 40 per cent of the allocated budget to be disbursed during the campaign.

The Hà Nội Department of Science and Technology will oversee implementation, with agencies required to report progress every two weeks through the HanoiWork platform.

The campaign is part of Hà Nội's effort to implement Resolution No. 57-NQ/TW, which identifies science, technology, innovation and digital transformation as key drivers of future economic growth. — VNS
