New penalties for rail operators focus on fares, safety and service

New rules taking effect in mid-May will penalise rail companies for violations ranging from fare transparency to passenger welfare, with fines reaching up to US$760.

HÀ NỘI — New fines for railway operators will take effect from mid-May, targeting breaches ranging from pricing transparency to passenger welfare and safety standards.

At the lower end, companies can be fined between VNĐ3 million and VNĐ5 million (US$114–$190) for breaches, including transporting human remains or live animals against regulations.

The same range applies to operators that fail to clearly publish ticket prices at stations or online before putting them into effect, or those that do not inform passengers of remaining seat availability on trains using electronic ticketing systems.

Fines rise to between VNĐ5 million and VNĐ10 million ($380) for companies that do not apply required fare discounts or apply them incorrectly.

More serious violations carry penalties of up to VNĐ20 million ($760).

These include failing to carry out transport tasks assigned for social welfare or other special purposes, as well as breaches involving oversized cargo or dangerous goods.

Operators can also be fined at this level if they fail to ensure minimum conditions for passengers when journeys are disrupted by accidents or natural disasters, or fail to provide enough onboard staff.

The new rules also allow authorities to impose corrective measures alongside fines.

Trains found to be carrying human remains or live animals against regulations must remove them at the nearest station to be handled in accordance with existing rules.
