Phú Thọ breaks ground on five key industrial and housing projects

PHÚ THỌ — Deputy Prime Minister Phạm Thị Thanh Trà on Friday attended the groundbreaking ceremony for five key industrial and housing projects in the northern province of Phú Thọ, with a total investment of nearly VNĐ7.6 trillion (US$291 million).

The five projects – an industrial park, an industrial cluster, an eco-urban area, a social housing complex and a water supply system – will be integrated into one complex located in Thịnh Minh Commune.

More specifically, the projects include the 420-hectare Thịnh Minh Industrial Park, which costs VNĐ4.8 trillion, the 72-hectare Thịnh Minh 1 Industrial Cluster costing nearly VNĐ574 billion and the 87-hectare Phú Minh Eco-urban Area costing nearly VNĐ1.7 trillion.

Also part of the complex are the Phú Minh Social Housing project with 432 units, which costs nearly VNĐ400 billion, and the Thịnh Minh Commune water supply pipeline system costing VNĐ114.5 billion.

The complex will be built by Dạ Hợp Trading JSC and Thăng Long Investment Export-Import JSC, also known as DragonGroup.

Speaking at the ceremony, Deputy PM Phạm Thị Thanh Trà commended Phú Thọ Province for its proactivity and determination in maintaining growth momentum, boosting investment attraction, building infrastructure and expanding new development areas.

In this new phase, Phú Thọ must achieve rapid growth while simultaneously establishing new foundations and drivers for development, with synchronised, modern infrastructure playing a particularly crucial role, she said.

This point was also underscored by General Party Secretary and State President Tô Lam during a working session on August 6 with the Government Party Committee and central agencies, regarding the implementation of Resolution No. 13-NQ/TW and Conclusion No. 72-KL/TW on developing synchronised infrastructure, aiming to transform the country into a basically industrialised nation moving towards modernity, Trà added.

As the projects are situated in a strategic location that borders the capital city and the capital region, while connecting the northern midlands and northern mountainous region, their construction is expected to integrate industrial development, eco-urban living, worker housing and clean water supply systems, the Deputy PM said.

This integration is expected to foster Phú Thọ's economic growth, as well as social progress and equity, she noted.

"This clearly demonstrates the people-centric approach, which places people at the heart of service and development, that guides all policy planning by the Party and the State," she said.

She urged project developers and Phú Thọ authorities to keep reviewing plans to ensure the projects' full compliance with relevant standards and regulations.

The Thịnh Minh Industrial Park and Thinh Mịnh 1 Industrial Cluster should be developed as eco-friendly industrial zones to attract investments that use advanced technology and offer high added value.

Meanwhile, the Phú Minh Eco-Urban Area needs to be developed as a green, well-integrated urban space that harmonises with the natural landscape, meeting standards for technical infrastructure, transportation, greenery, water bodies and wastewater treatment.

For the Phú Minh Social Housing project and the Thịnh Minh Commune water supply system, quality construction and transparent management and operation must be ensured, Trà said. They must serve the intended beneficiaries, which are workers looking to settle down and build stable lives.

The deputy PM directed Party committees and authorities at all levels in the province to facilitate the construction by resolving obstacles related to construction materials, utilities such as electricity and water, and transport connectivity.

In particular, land acquisition, compensation, site clearance and resettlement arrangements must strictly adhere to established guidelines and policies.

"The authorities must look after the affected residents, help them in job transitions and provide new housing and living conditions that are equal to or better than the old ones," Trà said.

She also urged the project investors and contractors to fully mobilise resources to complete the projects on schedule.

Also speaking at the ceremony, chairman of the Phú Thọ Province People's Committee Trần Duy Đông said that provincial authorities would clearly define the tasks, schedules and responsibilities for the project investors and all units involved in the construction.

The province will continue to improve the investment and business environment and promptly resolve obstacles to provide substantive support to enterprises and investors, Đông said.

"We are committed to ensuring that these five projects are carried out in accordance with the law and schedule, and that they will soon be completed and put into operation,” he added.

In the first six months of the year, Phú Thọ’s gross regional domestic products (GDPR) grew by 10.18 per cent, placing it among the top seven localities nationwide in terms of growth rate.

The province is currently focusing on adjusting its provincial master plan following the merger, formulating socio-economic development strategies, leveraging new development spaces, and intensifying investment attraction and the development of synchronous, modern infrastructure to lay the foundation for achieving double-digit growth. — VNS
