HÀ NỘI — The Hà Nội People’s Council must promulgate mechanisms and policies aimed at reaching a growth rate of at least 11 per cent from 2026 and implement them through programmes, projects and monitoring plans, said Secretary of the Hà Nội Party Committee Nguyễn Duy Ngọc.
“With that spirit, during the remaining months of this year, the People’s Council will focus on realising an action programme to implement the Resolution of the Hà Nội Party Committee's 18th Party Congress into the full-term working programme of the council for the 2026-2031 tenure,” Ngọc told attendees at the Hà Nội People’s Council end-of-year meeting on Wednesday.
This year, the Party Committee, People’s Council and People’s Committee demonstrated unified, decisive and effective leadership and administration, producing positive and important results.
These outcomes create a strong foundation and momentum for the capital’s further socio-economic development next year and in the next five-year term, Ngọc said.
He emphasised that both Hà Nội and the country as a whole are entering a new development phase, with an extensive workload and many unprecedented tasks. As such, all levels of local government must innovate their thinking and act more decisively.
The city will also strictly and effectively carry out directives from the central Government and the Hà Nội Party Committee regarding preparations for the elections of deputies to the 16th National Assembly (NA) and the People’s Councils at all levels for the 2026-2031 term.
Preparations for candidate selection will prioritise scientists and experts in science and technology, innovation and digital transformation, and health and education.
Standing Vice Chair of the NA Đỗ Văn Chiến said the legislature values the Hà Nội People’s Council as one of the most outstanding and exemplary municipal councils nationwide, with a strong spirit of substantive and effective innovation.
This year, the People’s Council issued numerous resolutions that addressed difficulties and removed bottlenecks, especially those related to the implementation of the Law on the Capital, creating important momentum for socio-economic development.
Chiến recommended that the city prioritise resources to resolve major longstanding issues and improve urban management and living conditions for residents. He also urged Hà Nội to develop cultural industries and tourism, build a modern, civilised city, ensure urban order and safety, and strengthen its international appeal as a green, smart and liveable capital.
According to a report from the Hà Nội People’s Committee on socio-economic development, the city has effectively met most of its 2025 targets.
Gross Regional Domestic Product (GRDP) per capita is estimated at VNĐ176.4 million (US$6,700), and export turnover is expected to reach $21.38 billion, up 11.6 per cent.
Budget revenue is estimated at VNĐ641.7 trillion ($24.3 billion), equivalent to 124.9 per cent of the adjusted forecast and up 24.9 per cent year-on-year. Foreign direct investment reached $4.1 billion, an impressive rise of 52 per cent compared with 2024.
Tourism also continued strong growth, as the city welcomed 33.7 million visitors in 2025, including an estimated 7.82 million international tourists, up 20.7 per cent on-year.
Hà Nội once again ranked first nationwide in the Provincial Innovation Index (PII), with 65.68 points.
Alongside its economic performance, Hà Nội also intensified its anti-corruption, anti-wastefulness and anti-negativity efforts, strengthening public trust.
The political and social situation remained stable, national defence and security were reinforced, public order ensured and external relations and international integration expanded, enhancing the capital’s reputation globally.
During this session, the People’s Council will review 21 reports and adopt 49 resolutions. VNS
