HÀ NỘI — The Ministry of Construction has approved Phương Thành Transportation, Construction and Investment Joint Stock Company (Tranconsin) as the investor to prepare a feasibility study for the expansion of the Pháp Vân–Cầu Giẽ Expressway under a public-private partnership (PPP) model, signalling a major move to address growing traffic pressures.
The ministry has instructed the investor to promptly compile and complete the project proposal for submission and appraisal with a deadline set for the second quarter of 2026.
The company will also work with local authorities to address issues related to road expansion, connections with surrounding infrastructure, land clearance and resettlement, and material supply and disposal during construction.
According to Phương Thành Tranconsin’s proposal, the project will cover nearly 30 kilometres of expressway, expanding its width to between 10 and 12 lanes.
The total investment is estimated at more than VNĐ22.146 trillion (about US$841.84 million) to be funded entirely by the investor’s own and mobilised capital with no State funding.
The upgraded expressway will begin at the Pháp Vân interchange, where it connects with Hà Nội’s Ring Road No 3 and end near the Đại Xuyên interchange on the Cầu Giẽ–Ninh Bình route.
If the plan is approved, the feasibility study will be completed between late 2025 and mid-2026. Technical design work will follow in late 2026 with land clearance in 2027. Construction is scheduled from early 2027 to mid-2029 and the expanded section is expected to open to traffic in the third quarter of 2029.
Since it began operation, the six-lane Pháp Vân–Cầu Giẽ Expressway has experienced a steady rise in traffic of about six per cent per year. In 2024, traffic volume averaged around 85,000 vehicles per day — well above the design capacity of 55,400.
Traffic is expected to continue increasing as Hà Nội invests in several connecting projects including the Tứ Hiệp interchange, the Ring Road No 3.5 connection from Phúc La–Văn Phú, and Ring Road No 4. — VNS
