HÀ NỘI — Data from camera systems operated by organisations, businesses and individuals across localities will be shared under agreed mechanisms via aggregation points, connecting to commune-level police's surveillance centres.
This is part of a Government's decision – recently signed by Deputy Prime Minister Nguyễn Chí Dũng – approving a plan for connectivity and data sharing between security and order surveillance camera systems, violation handling and traffic management systems, and the national population database, as well as for data sharing with smart urban monitoring and operations centres.
The arrangements must comply with legal provisions on security, information safety and the protection of personal data.
Camera data shared will be stored at commune-level police surveillance centres or on cloud computing services licensed by competent authorities.
The sharing of camera data will be carried out in accordance with Article 18 of the Law on Data and other relevant legislations.
Police authorities receiving the shared data are responsible for ensuring its protection in line with applicable regulations.
For data generated by surveillance camera systems invested in and managed by the police, information will be transmitted from aggregation points to commune-level police surveillance centres, then to provincial-level centres and ultimately to the Ministry of Public Security’s central coordination and data-sharing hub.
Analysed and processed camera data will, depending on its nature, significance and level of importance, be stored long-term at provincial-level police surveillance centres and specialised units under the Ministry of Public Security to support operational work.
For data from locally-funded surveillance camera systems, information will be integrated and centrally managed at smart urban monitoring and operations centres.
Sector-specific monitoring centres are responsible for storing surveillance camera data for appropriate periods, depending on the requirements of each application. Data integrated and centrally managed at smart urban monitoring and operations centres must be connected and shared with provincial police command and control information centres.
Implementation roadmap
Under the first phase, preparation and pilot deployment between April 1 and September 30, 2026, pilot models will be implemented in the capital city Hà Nội, the central province of Gia Lai, and Phú Quốc Special Zone in the Mekong Delta province of An Giang.
The aim is to develop a model framework to serve as a basis for evaluation, and to refine technical standards, regulations and implementation methods nationwide.
Under the second phase, nationwide implementation will be carried out from October 1, 2026 to December 31, 2027.
Authorities will roll out the integration of surveillance camera systems for security and order, violation handling and traffic management, linking them with the national population database and sharing data with smart urban monitoring and operations centres.
The system will support State management in maintaining public order and promoting socio-economic development across all 34 provinces and centrally governed cities.
Under the third phase, from January 1, 2028, connectivity will be expanded to include camera systems installed under socialisation schemes, including those operated by organisations, businesses, commercial establishments and households.
Integration into local monitoring systems will be carried out under agreed mechanisms, ensuring compliance with regulations on security, information safety and personal data protection. — VNS
