Joint Statement on the elevation of the New Zealand – Việt Nam relationship to a Comprehensive Strategic Partnership, on the occasion of the visit to the Socialist Republic of Việt Nam by New Zealand Prime Minister Right Honourable Christopher Luxon from 25-28 February, 2025.

Both leaders agreed that after five decades of diplomatic ties, 16 years of a Comprehensive Partnership, and five years of a Strategic Partnership, the two nations have built a strong and extensive relationship. With this solid foundation, they decided to upgrade their ties to a Comprehensive Strategic Partnership.

Taking place in Hà Nội on February 25-26, the second ASEAN Future Forum had an intensive agenda that addressed critical issues in the region.

PM Phạm Minh Chính said he expects two sides to seriously implement high-level common perceptions, well control disagreements, and maintain peace and stability at sea.

Delighted at the positive and practical development of the bilateral relations, the two leaders agreed that the demand and potential for cooperation remain huge, especially in the areas of defence and security, green development, digital transformation, oil and gas, fisheries, halal food, and tourism.

Gianpiero Leoncini, Executive Vice President of the Development Bank of Latin America and the Caribbean, conveyed his support for Việt Nam’s efforts and wished the nation success in hosting the event, as well as in advancing its green and sustainable development goals.

Clarifying his viewpoint regarding self-resilience and strategic autonomy, PM Phạm Minh Chính emphasised that every country and organisation must prioritise the issue of strategic autonomy. In foreign relations, this means a balance, fair treatment, and rules-based development.

The two leaders expressed satisfaction with the progress of bilateral ties, particularly following Ibrahim’s official visit to Việt Nam in July 2023 and Vietnamese Party General Secretary Tô Lâm’s official visit to Malaysia in November 2024.

“In ASEAN, we also have our own rules emphasising unity in diversity -- this is one of the core principles of ASEAN,” said PM Phạm Minh Chính at the ASEAN Future Forum in Hà Nội today.

Both sides agreed to sign a Memorandum of Understanding on publishing cooperation during the upcoming visit to Việt Nam by Cuba's Deputy Minister of Higher Education Reynaldo Velázquez Zaldívar.
