Prime Minister Phạm Minh Chính has asked assorted ministries, agencies and local authorities to work on a united policy on stricter regulations on the use and trade in electronic cigarettes (e-cigarettes) and heated tobacco products.

Currently, at least 28 countries and territories ban all forms of buying, selling, producing and importing e-cigarettes, according to the MoF. In the Association of Southeast Asian Nations (ASEAN) region, Laos, Cambodia, Brunei, Singapore and Thailand ban e-cigarettes at present.

According to a survey in 2022, the rate of e-cigarette use among students aged 13-15 years is 3.5 per cent. In 2019, this rate was 2.6 per cent. The rate increased significantly, placing at risk the achievements made by Việt Nam in reducing the rate of regular cigarette use over the past ten years.
