Hà Nội to adjust traffic at La Thành-Nguyễn Chí Thanh intersection from May 18

New temporary roads and revised signal cycles will redirect motorcycles and other vehicles around a barrier zone at one of the city's busy junctions, with multiple agencies tasked with keeping traffic flowing safely.

HÀ NỘI — Hà Nội will adjust traffic management at the La Thành-Nguyễn Chí Thanh intersection from May 18, the Department of Construction announced on May 16.

The changes are based on an assessment of current infrastructure and traffic conditions at the intersection and surrounding areas.

Under the revised arrangements, motorcycles and non-motorised vehicles travelling in the direction of Nguyễn Chí Thanh-Nguyên Hồng Street will follow directional signs onto a temporary road running alongside the barrier zone. The temporary road has a carriageway width of seven metres and a C20 concrete surface.

Vehicles travelling along La Thành Street towards Hoàng Cầu-Nguyễn Chí Thanh will be directed onto a separate temporary road alongside the barrier zone, with an average carriageway width of 12.3 to 15.2 metres, also with a C20 concrete surface. Other traffic flows will continue to follow existing signs and signals. The measures will remain in effect until further notice.

To support the revised plan, the Department of Construction has asked the Hà Nội Municipal Civil Construction Investment Project Management Board to co-ordinate with the Transport Infrastructure Maintenance Board to adjust, remove and replace signage, clear old road markings, and install additional signs, road markings and traffic signals in line with the new arrangements.

The Municipal Civil Construction Investment Project Management Board will also take the lead in working with the Traffic Command and Signal Control Unit of the Traffic Police Division, Hà Nội Municipal Police, to relocate the traffic signal system and adjust signal cycles at the Nguyễn Chí Thanh-La Thành intersection and nearby intersections to suit traffic volumes under the revised plan.

The board will further co-ordinate with the Hà Nội Municipal Traffic Management and Operations Centre to plan adjustments to public transport routes passing through the barrier zone, and to monitor traffic conditions along the route and in surrounding areas so that any shortcomings can be identified promptly and appropriate changes proposed.

The Department of Construction has also asked the Hà Nội Urban Railway Management Board to co-ordinate proactively with the Municipal Civil Construction Investment Project Management Board to align the implementation schedule of Metro Line No. 5, Văn Cao-Hòa Lạc, with the overall schedule approved by the Municipal People's Committee.

The Hà Nội Municipal Traffic Management and Operations Centre is to co-ordinate with the Municipal Civil Construction Investment Project Management Board to adjust bus route arrangements in line with the revised traffic management plan.

The Transport Infrastructure Maintenance Board is to co-ordinate with the Municipal Civil Construction Investment Project Management Board to adjust, remove and replace signage, clear old road markings, and install additional signs, road markings and traffic signals in accordance with the revised plan.

The Road Safety Inspection Division will deploy personnel to work with relevant units in guiding and directing traffic flows under the new arrangements.

The Department of Construction has asked the Traffic Police Division to guide and direct traffic flows to ensure road safety and prevent congestion. The division is also to step up inspections and handle violations of traffic order and safety as well as urban order on roads and at intersections, and to assist project owners and construction contractors in relocating the signal system and adjusting signal cycles at the Nguyễn Chí Thanh-La Thành intersection and nearby intersections.

The People's Committees of Giảng Võ and Láng wards are to direct local forces to deploy personnel alongside the Hà Nội Municipal Traffic Police and relevant units to regulate and guide traffic and prevent congestion. They are also to inspect and handle violations of traffic order and safety, encroachment on pavements and carriageways for trading, and illegal parking that causes hazards or congestion on roads and at intersections in the surrounding area, particularly along La Thành Street and Nguyên Hồng Street. — VNS
