HÀ NỘI — Bắc Ninh Province has taken decisive steps to bolster the operation of local governments by re-assigning 193 civil servants and public employees across provincial and commune-level departments. The move follows the provincial Party Committee’s official conclusion on personnel management after the nationwide administrative restructuring in mid-2025.
Under the plan, 21 civil servants and public employees from provincial departments and agencies under the provincial People’s Committee have been assigned to work at commune- and ward-level People’s Committees. Meanwhile, another 21 from overstaffed wards and communes have been transferred to those experiencing shortages.
A further 65 public employees with relevant professional expertise from public service delivery centres have been assigned to perform civil servant duties, while 76 civil servants and public employees working in construction, land management and information technology at provincial-level agencies have been allocated to wards and communes.

The rearrangement aims to ensure the effective and uninterrupted operation of the local government apparatus while adhering to the province’s priority of assigning the right job to the right people.
As of November 2025, Bắc Ninh’s total staffing quota at provincial and commune levels stood at 65,251 positions, including 14,855 provincial-level civil servants and public employees and 50,396 commune-level staff, including those in the education sector. — VNS
