HCM City proposes raising investment for Metro Line No. 2 to over VNĐ52 trillion

HCM CITY — Total investment for the Bến Thành–Tham Lương Metro Line has been proposed to increase to VNĐ52 trillion (US$1.97 billion), up from the previous VNĐ47.9 trillion ($1.81 billion), due to expanded construction scope, updated technology requirements and price escalation.

The figures were detailed in the revised project report submitted by the Management Authority for Urban Railways (MAUR) to the municipal People’s Committee and the Department of Construction. Earlier, the city agreed to shift the project’s funding source from ODA loans to the municipal budget.

Along with the funding conversion, MAUR has proposed adjustments to the line’s scale, including a connecting segment to Metro Line No. 1 at Bến Thành Station (in the former District 1) and expanded facilities within the Tham Lương Depot area (in the former District 12).

The changes aim to ensure synchronisation with the planned Metro Line No. 6, which is expected to link Tân Sơn Nhất Airport with Long Thành and future urban rail routes.

Under the updated plan, the Bến Thành–Tham Lương line will span 11.269km, over 200 metres longer than before, comprising 9.255km underground, with the remainder running above ground and on the depot access track.

The route will feature 10 underground stations (including Bến Thành), one elevated station and one depot.

Project technology and rolling stock have also been revised to meet increased demand forecasts.

Peak-hour passenger volumes are projected to exceed 11,800 passengers per hour in each direction by 2030, rising to more than 28,500 by 2040 and 40,500 by 2060. The fleet is planned to start with 14 three-car trains, increasing to 16 and later 22 six-car trains.

The power supply system will shift from a third-rail configuration to overhead power lines, similar to Metro Line No. 1, to enhance safety. The new design also incorporates regenerative braking to save energy.

Total costs under the revised proposal include VNĐ5.1 trillion (over $193 million) for site clearance and resettlement compensation, over VNĐ28.8 trillion for construction and equipment, with the remainder covering consultancy, contingencies, taxes and project management.

Approved in 2010, Metro Line No. 2 was expected to serve as a key high-capacity corridor linking the city centre with the north-western gateway. However, the project has faced repeated delays due to funding, procedural and land-related obstacles, and construction has yet to begin.

Under the latest schedule, the line is scheduled to break ground on January 15, 2026, and be completed in 2030. It is also set to be the first project in HCM City to apply special mechanisms under Resolution 188 of the National Assembly to accelerate progress. — VNS
