HÀ NỘI — Prime Minister Phạm Minh Chính has directed ministries, sectors and provincial authorities to take immediate action to support people in storm-hit areas as the country grapples with the aftermath of Typhoon Bualoi, Storm No.10, and severe flooding.
The typhoon swept into the mainland with powerful winds and heavy rain over a prolonged period, leaving widespread destruction. According to preliminary figures from the Ministry of Agriculture and Environment, at least 19 people have died, 13 remain missing, eight are out of contact and 88 others have been injured.
More than 105,000 homes were unroofed or destroyed, with the central province of Hà Tĩnh suffering nearly 79,000 cases and Nghệ An Province close to 20,000. Thousands of houses were inundated, and nearly 3,000 households have been cut off.
Over 9,400 hectares of rice and crops and 1,700 hectares of aquaculture farms were lost to flooding. Infrastructure, including roads, irrigation systems, embankments and production facilities, has also been badly damaged.
General Secretary Tô Lâm and PM Chính, speaking on behalf of the Party and State leadership, offered their deepest condolences to bereaved families and shared in the hardships faced by communities affected by the storm and floods.

The PM urged localities to deploy emergency forces to reach isolated areas, repair homes and ensure displaced residents receive food, water, shelter and essential supplies. He stressed that no one should be left without clothing, accommodation or access to basic needs.
He also required that damaged schools and medical facilities be restored before October 5, enabling students to return to classes and residents to access healthcare services without delay.
Local governments are instructed to carefully assess losses, use contingency funds to provide support, and give priority to poor and disadvantaged households. Provinces unable to cover costs must immediately request assistance from the Government and the Ministry of Finance.
The Ministry of Agriculture and Environment has been assigned to coordinate recovery in the farming sector, while the Ministry of Finance is responsible for handling financial support proposals.
Deputy Prime Minister Trần Hồng Hà will continue to oversee the recovery work, with the Government Office tasked with monitoring progress and reporting emerging issues directly to the PM. — VNS
