HCM CITY — Chairwoman of the HCM City People’s Council Nguyễn Thị Lệ has asked administrators of Củ Chi outlying district to pay more attention to facilitating service industries, supporting firms and cooperatives’ growth for agricultural development.
Lệ spoke with the district’s leaders at the 13th conference of the district’s Party Executive Committee about the mid-term report reviewing the implementation of the resolution of the 12th Congress of the district’s Communist Party for the 2020-25 tenure, which was held last week.
She highly appreciated the performance of the leaders of the district’s People's Committee regarding the planning, management, review, and adjustment of the annual land use master plan.
However, the district should review plans for delayed projects to ensure the legal rights of land users, and focus on the management and implementation of environmental protection, she said.
She asked the district Party Committee to thoroughly implement the Central Committee of the Party’s Resolution No 28-NQ/TW on continuing to renew the Party's leadership and ruling methods in the political system in the new period.
The district was asked to focus on developing new rural areas in the direction of high-tech urban agriculture in line with the process of urbanisation and the development of service industries for the growth of agriculture, as well as creating favourable conditions for the development of enterprises and cooperatives.
“It is necessary to continue exploiting the district’s potential and advantages of land and geographical location, making the most of internal resources and external forces, and attracting investment capital for the infrastructure development of eco-tourism and traditional craft villages,” she said.
Furthermore, the district needs to accelerate the disbursement of public investment capital.
She urged leaders of the district People's Committee to perform well the management and adjustment of the annual land use master plan by proposing solutions for delayed projects with the aim to ensure the legal rights of land users.
The district needs to pay attention to environmental protection, and construction investment progress, focusing on mobilising all financial resources for compensation and resettlement of the Ring Road No 3 and No 4 projects in the district in order to implement the above-mentioned projects and traffic works on schedule.
It also needs to improve the administrative reform index, the district-level competitiveness index and business and investment environment, and promote reform of administrative procedures for people's satisfaction, which is used as a measure to evaluate the quality of the state administrative apparatus.
Its administration should continue implementing poverty reduction solutions to meet State targets, create jobs and raise incomes for the people, Lệ said.
She asked the district to focus on building a clean and strong Party Committee and promptly deal with the legitimate petitions and concerns of residents.

Deputy secretary of the district Party Committee Phạm Thị Thanh Hiền said the district administrators have been facing difficulties in encouraging business households to become enterprises and cooperatives.
Work on compensation and site clearance for the implementation of the projects is still slow, and more traffic accidents have been seen in the district.
Based on the real conditions, the district Party Executive Committee decided to adjust its main targets in the two key programmes of the resolution of the 12th Congress of the district’s Communist Party for the 2020-25 tenure, including the index of industrial production by 2025 of nearly VNĐ142.2 trillion (US$6 billion) and total State budget revenue in the 2021-25 period of VNĐ7.2 trillion ($305 million). — VNS
