This milestone follows years of strategic planning and dedicated efforts by provincial authorities to attract investors with both the capacity and vision for this transformative project. After a rigorous evaluation process ensuring competitiveness, transparency, and full compliance with investment, land, and bidding laws, Sun Group was selected. The project had earlier received the prime minister’s in-principle approval under Decision No. 1395/QD-TTg on June 27.

The approved master plan outlines a sprawling 244.45-hectare site within the Vân Đồn Economic Zone. The project is designed as a ‘mega’ integrated resort and entertainment complex of international standard, exclusively for Vietnamese citizens.

The complex will feature luxury casino operations, high-end hotels and resorts, condotels and shophouses, shopping and commercial centres, expansive convention and exhibition halls, international-standard sports and recreation facilities, as well as premium wellness, healthcare, and entertainment services.

Among the most prominent features is the high-class casino, which, for the first time, will permit Vietnamese citizens to participate under a carefully regulated policy. Surrounding this, the complex will integrate leisure, hospitality, and cultural experiences, creating an ecosystem designed to attract both international travellers and Việt Nam's middle and affluent classes.

This integrated complex will also function as a centre for international-standard art performances, world-class cultural shows, and vibrant entertainment venues operating around the clock. With this ambition, Vân Đồn aims to position itself alongside renowned global destinations such as Macau (China) and Las Vegas (the US), becoming a new symbol of luxury tourism and gaming in Quảng Ninh Province, while significantly contributing to the development of the Vân Đồn Economic Zone and enhancing Việt Nam’s reputation on the global tourism and leisure stage.

The Vân Đồn Integrated Casino & Tourism Complex represents a total investment capital exceeding US$2 billion, financed through investor equity, loans, and other mobilised sources. The approved operating term will be up to 70 years from the date of official investor approval. Construction and commissioning are expected to take nine years, commencing from the date of land allocation and lease for the project.

The project spans an area of over 244 hectares, with an investment capital of more than US$2 billion.

In Quảng Ninh, Sun Group has already made a significant impact with a comprehensive ‘air–sea–land’ infrastructure ecosystem, delivering projects of international standard such as Vân Đồn International Airport - Việt Nam’s first privately invested international airport; Hạ Long International Cruise Port - the country’s first dedicated terminal for international cruise ships; and modern expressways connecting Hạ Long–Vân Đồn and Vân Đồn–Móng Cái.

Alongside these infrastructures, Sun Group has developed world-class leisure and hospitality assets, including Sun World Ha Long, Yoko Onsen Quang Hanh hot spring resort, and Oakwood Ha Long five-star hotel, all of which have helped transform Quảng Ninh’s tourism landscape and affirm Sun Group’s capacity to implement large-scale infrastructure and tourism projects.

With Sun Group now the official investor of the Vân Đồn Integrated Casino & Tourism Complex, the province is set to become a destination of both regional and global significance.

The project is expected to contribute to realising Quảng Ninh’s vision of becoming a dynamic, comprehensively developed hub — an international tourism centre, a leading marine economy, and a strategic gateway for the Northern Key Economic Region and Việt Nam as a whole, in line with the provincial development plan for 2021–2030 with a vision to 2050.
