Seven prosecuted for medical supply procurement violations

HÀ NỘI — Seven people have been accused of breaking the law in the procurement of medical supplies.

The Ministry of Public Security has launched prosecutions against the seven for “violating regulations on bidding, causing serious consequences” under Article 222 of the 2015 Penal Code.

Four of the defendants work for Hà Nội Heart Hospital and three work for AIC - Việt Nam Valuation and Investment Joint Stock Company.

The hospital employees are Hoàng Thị Ngọc Hưởng, 60, former deputy director of the hospital and head of the hospital’s Bidding Appraisal Team; Nguyễn Thị Dung Hạnh, 52, former chief accountant and member of the bidding appraisal team; Đoàn Trọng Bình, 61, former deputy head of the hospital’s Procurement and Supply Management Office, member of the bidding appraisal team; and Nghiêm Tuấn Linh, 41, former deputy head of the hospital’s Procurement and Supply Management Office, member of the bidding appraisal team.

The three other defendants are Trần Phú Hưng, 45, chairman of the board and deputy general director of AIC - Việt Nam Valuation and Investment Joint Stock Company; Nguyễn Hồng Dũng, 39, deputy general director and chief accountant of AIC - Việt Nam Valuation and Investment Joint Stock Company; and Nguyễn Trung Dũng, 31, appraisal officer of AIC - Việt Nam Valuation and Investment Joint Stock Company.

They are accused of committing violations in bidding activities in the procurement of medical supplies, chemicals and equipment at the hospital, causing an increase in medical expenses for patients, property damage to the State and provoking public outrage.

The defendants have been remanded in custody pending further investigation. — VNS
