HÀ NỘI — Officials from the Ministry of Science and Technology held a working session with a delegation from the Russian Federation on October 6 to develop online public services.
With the framework of the 'Thematic Exchange Programme for Officials and Leaders of the Russian Federation in 2026', the guests were welcomed by Deputy Minister of Science and Technology Phạm Đức Long, who stressed the importance of meetings to enhance digital transformation, modernisation of public governance, and developing digital platforms to serve the people and enterprises.
Deputy Minister Long said Việt Nam has been implementing Resolution No. 57-NQ/TW issued by the Politburo, which noted that science, technology, innovation and digital transformation are pivotal for breakthrough development.
Deputy Director General of National Authority of Digital Transformation Hoàng Hữu Hạnh briefed the working session on the digital transformation process in Việt Nam, the legal framework, national digital transformation strategy, structure of the information network, shared digital platforms, online public services, and investment-managing methods in digital transformation.
Both sides exchanged their experience on building grounds for population databases, electronic identification, quality of databases, as well as the ability to connect and share data between systems. The Russian delegation showed their special interest in Việt Nam's process of building national population databases and its system of electronic identification (VNeID).

Deputy Director General Hoàng Hữu Hạnh told the Russian visitors that the process of building the population database was deployed with people filing and confirming their information. VNeID has become one of the most important channels to connect the state with the people, in which much information and documents have gradually accumulated and been exploited in the digital environment.
Both sides also exchanged their opinions on investment, purchases, and management of digital transformation projects. Việt Nam has been researching, implementing adaptable approaches for each product, service and practical requirement, including purchasing goods available in the market, and investing in project and renting digital services.
Government organisations can also give enterprises opportunities for trial and product assessments before supplying them for further evaluations as the law permits.
The Russian delegates asked questions about Việt Nam's experience in carrying out digital transformation, building databases, providing online public services, and developing technological solutions for public governance.
According to the MoST, the two sides shared some common interests in digital transformation, infrastructure development and digital platforms, online public services, databases and technological solutions for public governance.
Việt Nam wants to continue exchanging experiences with Russian organisations and offices, and at the same time is looking for particular opportunities for further cooperation in subjects of mutual interest.
Việt Nam is also ready to share its experience in building databases, electronic identification, online public services and developing other national digital platforms, with great interest to learn Russian lessons about the process of digital transformation.
Việt Nam and the Russian Federation have a long-standing traditional friendship and they are also comprehensive strategic partners. In 2025, both countries celebrated 75 years of diplomatic relations. The year 2026 is the year of educational, scientific and technology exchange between Việt Nam and Russia. — VNS
