ĐÀ NẴNG – The central city has triggered a workforce training programme to provide qualified staff for high-tech industries including semiconductor and AI, logistics, medical care and IT.
A trilateral agreement, signed by the Đà Nẵng Special Economic Zone Authority (DSEZA), the University of Technology Sydney (UTS) and Đà Nẵng University, aims to boost cooperation between public agencies, universities and businesses in joint-research, technology transfer and staff training.

The three partners agreed to focus on R&D, innovation and a qualified, skillful workforce under the new model – Triple Helix.

“UTS Tech Lab is a purpose-built precinct in Botany, Sydney, Australia, and it was backed by more than $80 million of UTS investment and spans heavy engineering, environmental, biotechnology and electromagnetic testing.
“It provides us with an industry shopfront, a single destination where companies can come into work with us, government and researchers to collaborate on different types of problems, from contract testing through multi-year research and development collaborations.
“We offer a range of different models through UTS TechLab so that industries can choose how they would like to work with us.”
Phan Hoàng Long, from Đà Nẵng University, said the trilateral partnership will offer smooth, convenient conditions for effective results.

He said that while businesses have funding and tech-practical environments, universities are ready with databases, labs, testing facilities and a young workforce.
“Businesses can send their engineers to lecture at universities and provide scholarships and internship programmes in gaining a skillful young workforce and knowledge of dealing with real-world practice,” Long said.
Ngô Minh Hà, CEO Tech & XBrain, introduced XBrain – Amazon Web Services (AWS) Accelerator & Internship programme on Cloud and AI in Đà Nẵng City.
He said the programme, which was implemented over four months in 2025, had recruited 150 trainees from more than 1,300 entries at 11 universities in Đà Nẵng.
Hà said 113 students had completed the four-month training course, and the best of 50 were successfully employed at the company.

Hà said: “A training course for the banking sector costs $5,000 for each trainee, but the four-month internship for university’ students has helped us employ a qualified workforce to the company’s practical requirements.”
A report from the city unveiled that Đà Nẵng has 1.7 million labourers, of which 73 per cent had qualified through training programmes, but it has not yet met the demand for a high-quality workforce in AI, semiconductor, logistics, international finance and hi-tech medical care services.
The city will provide 50 per cent of the high-quality workforce for hi-tech industries in 2045.
Vice Chairman of the City’s People’s Committee, Hồ Kỳ Minh, said Đà Nẵng needs to train 5,000 engineers, including 2,000 chip designers, by 2030 in order to supply a workforce. VNS
