HÀ NỘI — Good Samaritans who help victims of traffic accidents could soon receive a cash reward.
A new regulation stipulates that from December 15, any person who takes a traffic accident victim for emergency medical treatment may receive support of up to VNĐ5 million (US$180).
It also covers people or organisations who directly offer assistance to people injured in traffic collisions.
The Government has recently issued Decree No 279/2025/NĐ-CP on the establishment, sources of finance, management, disbursement activities and use of the Road Traffic Accident Damage Mitigation Fund that takes effect from December 15
The Road Traffic Accident Damage Mitigation Fund is an off-budget State financial fund, established at the central level to mobilise social resources to support the reduction of damage caused by road traffic accidents.
Notably, Article 11 of the decree stipulates that, depending on the severity of a traffic accident, the level of support for organisations and individuals directly involved in assisting, rescuing, providing first aid or taking road traffic accident victims for emergency treatment shall not exceed VNĐ10 million ($380) per incident for organisations and VNĐ5 million per incident for individuals.
From December 15, any individual who takes a road traffic accident victim for emergency treatment may receive support of up to VNĐ5 million.
For traffic accident victims, the maximum support is VNĐ20 million ($760) per incident, per family in cases where there is a fatality and the family of the deceased victim faces economic hardship, and no more than VNĐ10 million per incident per injured person for victims suffering injuries caused by road traffic accidents with an injury rate of over thirty-one per cent to under eighty-one per cent.
Support of up to VNĐ100 million per injured person per assistance period may be provided for community reintegration activities and continued development for traffic accident victims with an injury rate of over eighty-one per cent.
Regarding communication and awareness-raising activities, support of up to VNĐ10 million per incident for organisations and no more than VNĐ5 million per incident for individuals may be provided to organisations and individuals directly participating in communication activities aimed at reducing damage caused by road traffic accidents that are not funded by the State. — VNS
