Prime Minister requests to complete key transport projects by Dec.19

HÀ NỘI — Prime Minister Phạm Minh Chính has requested ministries, investors and relevant agencies to complete major transport projects by December 19 to accelerate economic development and reduce logistics costs.

The Government Office has recently issued a notice summarising the conclusions of PM Chính, head of the Steering Committee, at a meeting of the State Steering Committee for important national and key transport projects.

The notice states that in 2025, the committee has regularly and periodically inspected projects, proposed solutions to difficulties and pushed progress on major transport works.

Many projects under the Steering Committee, such as component projects of the North–South Expressway and Tân Sơn Nhất International Airport’s Terminal 3, have been completed ahead of schedule, contributing to socio-economic development and the target of over 8 per cent growth in 2025.

According to a report from the Ministry of Construction, as of December 19, more than 3,000km of highways are expected to be completed and opened to technical traffic, while 1,700km of coastal roads will be finished and Phase 1 of Long Thành International Airport will be ready to serve technical flights.

With these results, the targets for transport infrastructure investment enhancement set by the 13th Party Congress have basically been achieved.

The completion of key transport projects will create new added value for land and new development spaces, reduce travel time, transport costs, input costs for products and logistics costs, increase the competitiveness of goods and facilitate travel for people and businesses, especially during the 2026 New Year and Tết (Lunar New Year).

The Prime Minister noted that despite severe storms and floods affecting many localities in October and November, project management boards, investors, contractors and consultants remained committed to completing projects on schedule.

With only four days remaining until December 19, while many projects and construction works still involve a large workload, competent authorities were asked to further strengthen determination to ensure progress.

Inspection and supervision must continue to be strengthened, efforts to combat corruption, negative practices and waste must be intensified, and progress must be accelerated while always prioritising management and construction quality, the Prime Minister said.

At the same time, attention must continue to be paid to people’s livelihoods, especially those who have given up land for project implementation, ensuring their new homes are better than or equal to their former homes and preventing complaints or grievances, he said.

The Prime Minister stressed that to achieve the goal of putting into operation 3,188km of expressways, 1,700km of coastal roads and basically completing Phase 1 of Long Thành International Airport, there must be absolutely no complacency in the remaining time.

Regarding Phase 1 of Long Thành International Airport, the Prime Minister affirmed that this is a particularly important project receiving direct guidance from the Party General Secretary and leaders of the National Assembly and the Government.

From now until December 19, a large volume of work remains. Therefore, ministries, agencies and governing bodies, especially the Airports Corporation of Việt Nam, must urgently review remaining tasks and further intensify efforts to ensure the basic completion of construction items in time to receive the first flight as scheduled.

Alongside preparations for the technical flight, remaining works must continue, with attention paid to the surrounding landscape and connecting roads, ensuring full compliance with required standards, conditions and procedures for the commencement of commercial operations in early 2026.

The Airports Corporation of Việt Nam is working with Military Zone 7, the Corps of Engineers and the Ministry of Construction, concentrating all available capacity on the project.

Regarding preparations for ground-breaking, inauguration and technical opening ceremonies of key transport projects on December 19, the Prime Minister instructed localities to continue reviewing projects and take responsibility for ensuring all legal procedures, conditions and requirements are met.

Ministries, sectors, project investors and management units are to review and propose commendations for individuals and collectives, especially officers and workers on construction sites, who have actively and diligently fulfilled their duties, particularly on projects completed and put into operation ahead of schedule with high quality, safety and efficiency. Proposals will be submitted to the Ministry of Home Affairs for consideration and onward submission to competent authorities for commendation on December 19.

The Ministry of Finance will take the lead, in coordination with localities and the Ministry of Construction, in implementing contractual bonuses for contractors completing works ahead of schedule, in accordance with Government Decree 15/2023/NĐ-CP dated April 25, 2023. — VNS
