Airports Corporation to invest in extending the runway at Vinh Airport

HÀ NỘI – The Ministry of Construction has approved a plan for the Airports Corporation of Việt Nam (ACV) to invest in extending the current runway at Vinh Airport in Nghệ An Province.

The agreement was given as the central budget is not yet able to allocate sufficient capital for the project.

The Provincial People’s Committee will arrange funding and assist in the land clearance process.

As the investment scope only includes extending the existing runway and supplementing the taxiway system, the ministry said that if ACV allocates the investment capital, it would be done under current legal regulations on investment.

The authority to approve investment policies lies with the Nghệ An Provincial People’s Committee.

To ensure progress with implementation, the ministry urged ACV to promptly prepare and submit the project proposal dossier to the Nghệ An authorities.

The dossier should study technical solutions to avoid a full airport closure during construction, and include a detailed implementation schedule to report to both the ministry and the provincial authorities for coordination and oversight.

The ministry also assigned the Civil Aviation Authority of Việt Nam in collaboration with ACV to review and propose the post-investment management, operation and maintenance of airport infrastructure, as well as a fee scheme for runway take-offs and landings to be submitted to the Ministry of Construction for review and approval.

Under the development plan for Vinh International Airport, the runway is set to be extended from 2,400m to 3,000m by 2030.

ACV is currently carrying out repairs on the runway and taxiways using State-managed maintenance capital for aviation infrastructure.

To meet operational demands in the next phase and reduce downtime, the Nghệ An authorities proposed that the 600m runway extension and taxiway upgrades be implemented simultaneously with ACV’s repair work.

The airport is expected to suspend operations from July to December. VNS
