Emulation movement launched to promote thrift practise and waste combat in infrastructure development

NINH BÌNH — Prime Minister Phạm Minh Chính on Friday launched an emulation movement promoting synchronous and modern infrastructure development coupled with thrift practice and waste combat.

The launching ceremony took place in the northern province of Ninh Bình.

Speaking at the ceremony, Chính emphasised after more than 74 years since President Hồ Chí Minh issued the call for patriotic emulation on June 11, 1948, hundreds of movements had been launched and implemented widely, practically and effectively nationwide.

Over the years, thanks to the efforts of the whole country, Việt Nam has improved remarkably, Chính said.

He added that the practice of thrift and waste combat achieved the set goals and tasks, making an important contribution to promoting socio-economic development.

"However, the infrastructure is still limited compared to the demand. It's still a bottleneck hindering the country's development," PM Chính said. 

He added that the loss and waste in investment is causing much frustration among people.

The Prime Minister said that the Resolution of the 13th Party Congress considered synchronous infrastructure development as one of the three strategic breakthroughs. Another important task was to keep fighting against corruption and waste, contributing to the rapid and sustainable development of the country.

The PM requested the construction and development of infrastructure be sped up in association with environmental protection, climate change response and social security, ensuring national defence and security and promoting foreign relations and international integration.

It was also necessary to review and perfect the legal framework to promptly remove bottlenecks and fix inadequacies or conflicts and boost administrative reform that would ensure convenience, reduce troubles and save costs for investors.

Ministries, branches and localities must publicise activities relating to managing and using the budget, State's capital/assets, labour and resources.

They were also called on to step-up inspection, supervision, examination, audit, and handling of violations on thrift practice and waste combat within the sectors and their management areas.

Chairman of the Central Committee of the Việt Nam Fatherland Front (VFF) Đỗ Văn Chiến said that VFF branches at all levels responded to support site clearance work, settle and solve problems from the grassroots level, motivate employees to be productive and called on people to detect wasteful and negative acts.

Minister of Transport Nguyễn Văn Thắng said that the transport sector would strongly renovate thinking and action, raising awareness on thrift practices and fighting waste, and effectively using resources in the transport infrastructure construction and development.

The ministry would ensure the progress of approved transport planning, as well as complete key projects on time, including four highway projects, the Long Thành International Airport, 12 projects of East North-South Expressway in the period of 2021-2026, and Terminal 3 at Tân Sơn Nhất Airport. 

Chairman of Ninh Bình Provincial People's Committee Phạm Quang Ngọc said that the move would create a new vitality and motivation in agencies, units and localities not only in Ninh Bình but the whole country. 

Ninh Bình Province joined with localities across the country in the highest determination to grasp thoroughly. It strictly implemented the emulation movement associated with seriously implementing the patriotic emulation ideology of President Hồ Chí Minh and Directive No 34, dated April 7, 2014, of the Politburo to make the emulation movements highly effective. — VNS
