HÀ NỘI — Chairman of the Đà Nẵng People’s Council and Party Central Committee member, Nguyễn Xuân Anh, has been found to ‘hold the main responsibility’ for multiple violations by the People’s Council Standing Committee during the 2015-20 tenure, the Central Inspection Commission said yesterday in a report following a four-day meeting.
The Central Inspection Commission’s report said Xuân Anh violated “democratic principles” and Party and State regulations by making arbitrary appointments to city government positions.
Anh’s actions were deemed to “cause division and affect the solidarity and unity in the Standing Committee of the People’s Council.”
His use of inappropriate certifications and "dishonesty in declaration" also violated the code of ethics for party members, the report said.
The Central Inspection Commission also condemned him for “not being conscious of setting an example” when receiving two cars and two houses as “gifts” from private enterprises, creating public outrage. Đà Nẵng People’s Council Standing Committee has returned the two cars, valued at nearly VNĐ 2.5 billion (US$110,000), to the enterprises following instructions from Prime Minister Nguyễn Xuân Phúc in March 2017.
Vice Chairman of Đà Nẵng People’s Council, Huỳnh Đức Thơ, also shouldered blame for violations committed by the People’s Council Standing Committee. Thơ is held accountable for violations in the areas of land and urban management.
The Central Inspection Commission concluded that the offences by Đà Nẵng People’s Council Standing Committee members Nguyễn Xuân Anh and Huỳnh Đức Thơ are “serious” and that “disciplinary actions are in order.”
Other violations
The Party delegation to Gia Lai People’s Committee was also slammed, with the committee violating land management regulations and opening five extra border gates in the 2011-16 tenure and the 2016-21 version of the committee deemed not “determined enough in rectifying its predecessor’s wrongdoings.”
Phạm Thế Dũng, former deputy secretary of the Gia Lai province People’s Council and former chairman of the People’s Committee, was accused of nepotism for his proposal to appoint his unqualified relatives to vacant positions.
The inspection commission also said the Central Highlands Đắk Nông Province’s Party Standing Committee ran afoul of financial management regulations and was negligent in its oversight responsibilities for the investment and construction of the province’s archive building.
The inspection commission also said it was investigating and imposing disciplinary measures on the Party Standing Committee (tenure 2005-10 and 2010-15) as well as some member boards of the state-owned VinaChem (Việt Nam National Chemical Group) for violations that led to serious losses. — VNS
