HCM City develops software for upcoming election

HCM City is speeding up the development of software for the election of deputies to the 15th National Assembly and People's Council at all levels for the 2021-2026 tenure.

HCM CITY — HCM City is speeding up the development of software for the election of deputies to the 15th National Assembly and People's Council at all levels for the 2021-26 tenure.

The software is being developed by the city's Department of Information and Communications in co-operation with the Department of Home Affairs.

It will be used at voting sites in all wards, communes and towns. It will also be used to print voters’ cards and update changes.

The number of voters taking part in the election at voting sites will be displayed and sent to the city's Election Commission through the software.

The software will also gather voting information and show voting results which will be sent to the commission.

The Department of Information and Communications and the Department of Home Affairs plan to open training courses and three drills with 1,600 attendees to learn how to use the software.

Thủ Đức City and city districts are using IT to help voters have the best facilities to take part in the election.   

District 3 has launched its portal https://quan3tphcm.gov.vn/cutri/tra-cuu of voters list, which includes all information they can check and adjust if mistakes occur. 

People in District 3 also can scan a QR code to access the portal.

Thủ Đức City has set up a digital map containing 360 voting sites for updated election information.  District 12 has designed a 3D model to guide voters to voting sites and made a video to help them find their way to vote.

Võ Văn Hoan, vice chairman of the city People’s Committee, told Sài Gòn Giải Phóng (Liberated Sài Gòn) newspaper that the city has encouraged district authorities to use IT to search the lists of voters, and check and control activities before the election.  

Võ Thị Trung Trinh, deputy head of the Department of Information and Communications, said the department will work districts, communes, wards, and towns to check Metronet bandwidth and online conference systems to ensure smooth operation before, during and after the election.

Ballot counting will be carried out manually as per the national regulation.

Speaking at a meeting with the inspection team for election preparation, led by the National Assembly Vice Chairman Đỗ Bá Tỵ on April 19, Phạm Đức Hải, vice chairman of the city People’s Council, said the Election Commission had set up many sub-committees to serve the election.

Many forums have been organised to communicate the Law on the Election of Deputies to the National Assembly and People’s Councils, the Law on the Organisation of the NA, the Law on the Organisation of Local Administrations, and documents guiding the elections for people.

The city has organised conferences to collect comments and trusts of voters for candidates for the election of deputies to the 15th National Assembly and People's Council at all levels, and consultation conferences, as regulated.

HCM City has officially finalised 37 candidates for the election of deputies to the 15th National Assembly and 158 for the election of People's Council deputies at all levels.

National Assembly Vice Chairman Đỗ Bá Tỵ has told relevant agencies to strengthen communication and the members of the Election Commission to continue the inspection and supervision of election-related preparation work to ensure democracy and fairness. — VNS
