HÀ NỘI — About 4,300 State white-collar employees of Hà Nội will be laid off next year, according to a decision by the Hà Nội’s People’s Council. Following the move, the city will have a total of 153,875 white-collar workers.

Trần Huy Sáng, director of Hà Nội’s Department of Interior Affairs, said the move followed the task set for 2019 on the streamlining of government staff and officers. The measures are in accordance with the Politburo’s Resolution No 39 (April 17, 2015) and Resolution of the 6th Plenum of 12th National Party Congress.

Presenting a supervisory report, Nguyễn Hoài Nam, head of the Legal Department under Hà Nội’s People’s Council, said the municipal People’s Committee has taken drastic measures to arrange employees’ roles according to their abilities and responsibilities.

In the first nine months of this year, 202 civil servants lost their jobs, raising the number of employees removed from the city’s administrative system since the beginning of 2015 to 761. The city authority has piloted the establishment of an urban construction management unit under the leadership of the district’s People’s Committee, merging the population and family planning centres and health care centre at the district level.

The Legal Department proposed the municipal People’s Committee continue its special mechanism to support those who lose their jobs under the city’s plan. It also directed agencies and localities to strictly follow the People’s Council’s resolution, Nam said.

The recruitment plan should be based on examinations and be submitted to the committee for approval. Only those who take and pass an appropriate civil service examination are qualified for employment.

In January of this year, the Government issued a resolution (08/NQ-CP) enabling the implementation of last year’s resolution calling for management reform in Government offices to improve their quality and operational efficiency.

Ministries, sectors and localities were asked to reduce their numbers of public personnel.

The country aims to cut public service institutions by 10 per cent by 2021. The number of institutions will be reduced by 5,792. Staff will also be cut by 10 per cent (about 205,000 people) from 2015 levels.

By 2025, the Government hopes to trim public service institutions by a further 10 per cent (about 5,200) and staff by another 10 per cent (about 185,000 people).

Vote of confidence

The results of the votes of confidence for 30 officials in the HCM City People’s Council were announced yesterday during the 12th session of the council.

Trương Thị Ánh, deputy chairman of the council enjoyed the highest rate of "high confidence" at 81 per cent support.

Nguyễn Thị Quyết Tâm, chairman of the council, earned about 77 per cent, followed by Nguyễn Thành Phong, chairman of the city’s People’s Committee, with over 70 per cent.

Both deputy chairman of the city’s People’s Committee Nguyễn Thị Thu and director of the Tourism Department Bùi Tá Hoàng Vũ received 18 low confidence votes.

According to Tâm, the confidence vote was conducted in a democratic and serious manner.

“Gaining trust from the delegates shows their respect but it is hard to avoid receiving low confidence votes,” Tâm was quoted by Pháp Luật Thành Phố Hồ Chí Minh (HCM City Law) newspaper as saying. “However, the outcome of votes prompts the officials to look back and improve themselves.”— VNS
