TÂY NINH — The southern province of Tây Ninh is developing a comprehensive, facility-specific livestock database to improve disease control, ensure traceability, and usher in digital transformation in the agricultural sector in place of the traditional paper-based approach.

Đinh Thị Phương Khánh, deputy director of its Department of Agriculture and Rural Development, outlined plans to issue national identification codes for all livestock farms, 80 per cent of household facilities, and 90 per cent of swiftlet farms.

To effectively manage this data, all commune- and ward-level veterinary authorities will be provided with system access.

Bùi Nguyễn Khởi, deputy director of the province Department of Science and Technology, said existing data would be thoroughly reviewed to ensure accuracy before being digitised. 

He said the use of optical character recognition and AI would streamline the digitisation process and reduce manual tasks.

But existing local records do not fully match national requirements regarding structural formats and detail levels, and so authorities plan to use a dual approach: leveraging usable data while collecting missing information for each facility.

The estimated cost of this task, which includes collecting data and building the database, staff training, and fostering public awareness, is over VNĐ1.64 billion. 

For long-term maintenance, farmers and agricultural businesses are being trained to use accounts and submit regular declarations. Meanwhile, commune-level authorities will inspect and verify the information to promptly identify inaccuracies or duplicates.

Nguyễn Minh Lâm, vice chairman of the province People's Committee, stressed the need for coordination between various government agencies.

Communes and wards remain crucial links in this transition, as providing local veterinary units with system access ensures data is updated and verified directly at the source. 

This is part of Tây Ninh's efforts to implement the Politburo's Resolution 57 on breakthroughs in national digital transformation, science and innovative technology. — VNS
