HÀ NỘI — Candidates standing for the People’s Council of Yên Hoà Ward for the 2026–2031 term pledged to build a stronger, more modern grassroots administration that is closer to residents during a meeting with voters on Friday.
The Yên Hoà Fatherland Front Committee organised the hybrid event on March 6, bringing together candidates and voters both in person and online from eight neighbourhoods across the ward.
Nguyễn Quốc Khánh, chairman of the Yên Hoà People’s Council, said that if re-elected he would continue contributing to policies aimed at developing the ward’s economy while preserving its cultural values.
He also pledged to improve the council’s performance, making its activities more substantive and effective so that it could better serve as a representative body for residents at the grassroots level.
Another candidate, Phan Danh Hùng Anh, committed to addressing issues raised by voters including the management of residential buildings, improving online public services, strengthening environmental protection and creating a more supportive business environment for household traders and small enterprises.
Digital transformation would also be accelerated, he said, including the implementation of administrative management in a digital environment to save time for both residents and officials.
Hùng Anh also proposed establishing a 4.0 trading market to help traders promote their products and digitising information on the ward’s cultural and historical relics and festivals by attaching QR codes so residents and visitors can access information through mobile applications and social networks.
At the meeting, voters called for People’s Council members to stay closer to residents and organise more regular meetings to listen to and address their concerns.
Many voters also said procedures for granting land use right certificates remain slow and cumbersome.
Yên Hoà is one of 20 scholar villages in the country and one of five in the former imperial capital. The ward is currently among the top five localities contributing to Hà Nội’s budget.
Earlier, on March 4, candidates for the Hà Nội People’s Council also met voters from Yên Hoà, Cầu Giấy and Nghĩ Đô wards at a meeting held both online and in person.
At the event, five candidates presented their action programmes, outlining priorities they would pursue if elected while emphasising the responsibilities of People’s Council representatives.
Lieutenant General Nguyễn Thanh Tùng, director of the Hà Nội City Police, said that if elected he would work with the city People’s Council to continue improving the quality of its activities in a more democratic and substantive direction.
He told voters that key priorities would include firmly safeguarding national security, maintaining social order and safety, restraining and reducing crime and preventing the emergence of hotspots affecting security and order. He also pledged to help implement the city’s smart urban development project.
Young candidate Nguyễn Đức Trường Xuân, a member of the Standing Committee of the Youth Union of Cầu Giấy Ward, said he hoped to bring the voice of the younger generation into the drafting of the city’s resolutions and policies.
If elected, he pledged to fulfil the responsibilities of a People’s Council representative and actively participate in supervision and questioning on issues raised by voters.
He also proposed mechanisms to support youth start-ups, promote digital transformation, improve access to preferential loans and strengthen integration skills.
In addition, Xuân suggested expanding cultural and sports spaces for children and young people, accelerating administrative reform, building digital government and helping residents and household businesses access technology, e-commerce and digital payment methods. — VNS
