HCM CITY — Prime Minister Phạm Minh Chính has ordered the completion of the HCM City Ring Road No. 4 project by the end of 2028, with land clearance and resettlement to be finalised no later than June 2026.

The instruction was conveyed through an official dispatch issued by the Government Office on Tuesday, emphasising the importance of this strategic infrastructure project for the southern key economic region.

Ring Road No. 4 is projected to run a total length of approximately 159km, passing through Bà Rịa – Vũng Tàu (18.2km), Đồng Nai (46.1km), HCM City (20.5km), Long An (74.5km), and Bình Dương (0.3km). The route aims to ease traffic pressure within urban centres and improve regional connectivity.

The Prime Minister requested the Ministry of Construction, HCM City People's Committee, and related provincial authorities to accelerate planning and investment procedures, allocate sufficient resources, and work closely to ensure effective implementation.

During the 46th session of the National Assembly Standing Committee held on June 3, National Assembly Chairman Trần Thanh Mẫn confirmed that the investment policy for the project is expected to be submitted for parliamentary approval during the second phase of the ninth session.

The project is expected to boost inter-provincial transportation, promote socio-economic development, and strengthen logistics infrastructure throughout the southern region. — VNS
