HÀ NỘI – More than 280 million opinions have been collected from individuals, agencies and organisations nationwide regarding the draft amendments to the 2013 Constitution with high consensus level of 99.75 per cent, the Ministry of Justice has said.
The most discussed item was Article 9, which concerns the Vietnam Fatherland Front and its member organisations, drawing over 37.1 million comments, accounting for 13.25 per cent of all feedback.
The ministry said public support for the proposed amendments is overwhelmingly positive.
All proposed changes received approval rates exceeding 99 per cent.
According to the Government, the consultation has been conducted seriously, transparently and democratically across ministries, sectors and localities.
It adhered strictly to the guidance of competent authorities and maintained close coordination among Party committees, agencies and organisations.
Collecting feedback through the VNeID digital platform for the first time has facilitated wide public participation, enhanced transparency and significantly reduced the time required to gather the feedback.
A wide range of other methods were used to collect public feedback, including organising conferences, seminars and forums at various levels.
Some localities adopted creative and effective approaches, such as setting up online platforms where citizens could submit their opinions via Google Forms and email, or distributing feedback forms to union members, association members and administrative service centres, allowing them to contribute their opinions on the draft amendments.
Thousands of conferences, seminars and forums were held by localities to collect input from relevant groups under their management, as well as from experts and scholars.
More than 288,000 in-person events were held nationwide to collect the feedback. VNS
