HÀ NỘI — Thanh Trì has become the first district in Hà Nội to be officially recognised as having advanced new-style rural status, achieving this milestone two years ahead of schedule.

On September 30, 2024, Deputy Prime Minister Trần Hồng Hà signed Decision No 1057/QĐ-TTg, officially certifying Thanh Trì District as an advanced new-style rural district for the year of 2023.

Chairman of the Thanh Trì District People's Committee, Nguyễn Xuân Phong, said that this recognition acknowledges the efforts and dedication of the district’s Party, government and people in their journey to build a new rural area.

The new rural model has brought about significant changes in the district's communes. For instance, Đại Áng, a low-lying agricultural commune facing many challenges, has seen remarkable progress. It now boasts several successful production models, such as the Vĩnh Thịnh Conical Hat Cooperative and the application of ‘river in pond’ aquaculture technology at Đại Áng High-Tech Aquaculture Cooperative.

Secretary of the Vĩnh Thịnh Village Party Committee Nguyễn Bá Ky, said that the village's conical hat-making craft has been recognised as a traditional trade, providing employment for hundreds of workers, bringing them an average income of VNĐ6-7 million per month.

To achieve the goal of becoming an advanced new-styled rural standard area, the district mobilised the entire political system and gained the support of its residents. The district has also linked this effort with its development plan to become an urban district, turning communes into wards.

After six years of developing the 'river in a pond' aquaculture model, the Đại Áng High-Tech Aquaculture Cooperative in Thanh Trì District has established a stable supply chain, generating high economic efficiency.

In doing so, Thanh Trì has ensured that criteria shared between the two sets of standards (new rural and ward standards) are implemented at the higher level, striving to achieve dual goals.

Furthermore, Thanh Trì District has focused on becoming an advanced new-styled rural district with an urban orientation by prioritising rapid, sustainable and efficient economic development, while protecting the environment. The district is balancing urbanisation with the preservation of traditional cultural spaces, developing modern infrastructure and ensuring a safe, healthy and culturally rich living environment.

As a result, Thanh Trì’s rural areas have undergone noticeable improvements, with rising living standards and enhanced public infrastructure. The environment is kept bright, green, clean and safe, while urban development continues in a modern and civilised direction.

Cultural, sports, and recreational activities are regularly maintained and local cultural institutions are effectively used. The district’s well-developed infrastructure is helping to drive growth and progress.

Ngũ Hiệp B Kindergarten, located in Ngũ Hiệp Commune, Thanh Trì District, has been constructed in line with advanced new-style rural standards.

In 2023, Thanh Trì District successfully achieved and exceeded all 20 economic, cultural and social targets. The district's economy grew in the right direction, with a 14 per cent increase in total production value and a 9.7 per cent increase in total state budget revenue, compared to 2022.

To date, Thanh Trì is the second district in Hà Nội to have completed the construction of advanced new-styled rural areas in all 15 communes, surpassing the targets set by Hà Nội for the 2021-2025 period. Additionally, Thanh Trì has been recognised for eight tourist destinations and one Hà Nội craft village.

According to Hà Nội's general planning for 2030, with a vision for 2050, Thanh Trì is set to become a district of the capital, with rapid development and serving as a key transportation hub linking Hà Nội to southern provinces. These are crucial directions for Thanh Trì to accelerate its economic restructuring toward trade and services, promote cultural values and develop into a modern urban area, working towards its district status.

Thanh Trì District will continue to enhance the quality of its new rural criteria, contributing to the development of the country.

To achieve these important goals, Deputy Secretary of the city’s Party Committee Nguyễn Thị Tuyến urged Thanh Trì District to strengthen communication efforts, review and implement the targets set by the Party Congress for the 2020-2025 tenure.

Tuyến also emphasised the need for Thanh Trì to mobilise and use resources for economic development, ensure proper land management, building order and environmental protection and invest in local socio-economic infrastructure. Enhancing the material and spiritual well-being of the people remains a priority.

The district must focus on completing the plan to elevate its status from a rural district to an urban district, aiming to achieve self-balancing budget revenues and expenditures and upgrading communes to wards.

Thanh Trì should also reassess the targets and goals outlined by the District Party Congress for the 2020-2025 tenure, with attention to preparing for the next Congress, ensuring thorough, objective and compliant processes.
