HÀ NỘI — The Department of Medical Service Administration, under the Ministry of Health, will update data related to medical examinations and treatment onto a digital identity and e-signature app, replacing paper medical records.
The department will also coordinate with relevant units to organise training, and guide medical examination and treatment facilities to implement data interconnection on how to use VNeID’s electronic health book.
The changes follow a pilot guide from the ministry on integrating the digital records onto the VNeID - the identity and e-signature app.
To do that, the ministry has assigned the Department of Science, Technology and Training to develop a coordination regulation between the health ministry, the Ministry of Public Security and Việt Nam Social Security, integrating the content of implementing VNeID’s electronic health book.
The department has to coordinate with relevant units to supervise the implementation of VNeID’s electronic health book and then report to the ministry and the working group implementing the Government's Project 06. (The project on developing and applying population data and electronic identification and authentication to serve national digital transformation.)
The Department of Health Insurance was tasked with developing standards and output data formats, to serve the management, appraisal, payment of medical examination and treatment costs and settlement of relevant policies.
The department was told to deploy the integration of electronic medical examination and treatment referral document and electronic re-examination appointments on the VNeID application.
The National Health Information Centre was assigned to work with relevant units to provide technical guidance on the implementation of VNeID’s electronic health book.
Việt Nam Social Security was required to be responsible for sharing electronic health book data to display on the VNeID application within 24 hours of receiving the data and at the same time, providing technical support to medical examination and treatment facilities in the process of connecting VNeID’s electronic health book data.
The Department of Administrative Police for Social Order of the Ministry of Public Security was asked to support people to install the VNeID application, activate level 2 electronic identification accounts and integrate health insurance cards into the VNeID app, to meet the requirements of storing, displaying and searching for information, along with offering warnings.
The department will share VNeID’s electronic health book data with local areas, it says to better serve the management, monitoring and health care of people in provinces and cities.
Health departments in provinces and cities were tasked to develop plans to carry out VNeID’s electronic health book on schedule.
Additionally, medical examination and treatment facilities nationwide were told to be responsible for developing a timely data connection process.
Interconnection process
The interconnection process of VNeID’s electronic health book will be over four steps.
Step 1 is registering the data interconnection code of medical examination and treatment facilities. If facilities do not have a data interconnection code on the Health Insurance Appraisal Data Receiving Portal, they should contact the health sector to be granted one.
Step 2 is registering for a VNeID’s electronic health book interconnection account. If medical examination and treatment facilities do not have an account for interconnection of data to the Health Insurance Appraisal Data Receiving Portal, they must register for an account according to the instructions of the health ministry and Việt Nam Social Security.
Step 3 is configuring the electronic health book data according to the instructions of the ministry.
Step 4 is receiving registration for medical examinations and treatment using a health insurance card number and ID card number.— VNS
