HÀ NỘI — The police force can use 70-85 per cent of the revenue from handling administrative violations of road traffic order and safety and 30 per cent of the revenue from auctioning vehicle licence plates.
The fund must be used to strengthen and modernise facilities and equipment to ensure greater security, order and traffic safety.
Other agencies that are allowed to collect traffic violation fines, but are not the actual police force, are allocated 15-30 per cent of the fund.
They are among new regulations in the draft decree on management and use of funds collected from fines for violations of road traffic orders and from vehicle licence plate auctions.
The Ministry of Public Security is seeking opinions to complete the draft decree, which aims to implement the Law on Road Traffic Order and Safety, effective from the beginning of next year.
Under the draft, agencies that can use the funds include the National Traffic Safety Committee, the Ministry of Transport, the Ministry of Public Security, provincial and municipal people's councils and people's committees and local traffic safety boards.
Agencies that are allowed to use revenues from vehicle licence plate auctions include the Ministry of Public Security and other forces ensuring security, order and traffic safety belonging to the police force.
The draft devotes a chapter to regulating the spending of funds collected from administrative fines for violations of traffic order and safety.
In particularly serious traffic accidents, support would not exceed VNĐ10 million (US$390) per dead victim and not exceed VNĐ5 million ($200) per seriously injured victim.
During the Lunar New Year festival, the World Day of Remembrance for Traffic Accident Victims, support would be no more than VNĐ5 million per person who is seriously injured and per family of any deceased.
Regarding allowances for soldiers ensuring traffic order and safety at night, according to the draft decree, the maximum is VNĐ200,000 ($7) per person per shift. One shift is four hours or more, night work is from 10pm the previous night to 6am the next morning, not exceeding ten shifts per month.
Allowance for soldiers directly performing traffic congestion prevention and control in Hà Nội and HCM City is VNĐ100,000 per shift per person, with a maximum of 15 shifts a month.
The same support level is proposed to apply in Hải Phòng and Đà Nẵng cities with no more than ten shifts per month and in Cần Thơ with no more than five shifts per month.
The support level for those who conduct inspections of administrative violation handling and patrols would be VNĐ300,000 ($11) per person, per day.
The draft also has a similar content regulating support levels for forces joining tasks related to vehicle licence plate auctions. — VNS
