VĨNH PHÚC — The provincial planning of Vĩnh Phúc is crafted with breakthrough thinking, long-term vision, leveraging distinct potentials, prominent opportunities and competitive advantages.
That was the message from Deputy Prime Minister Trần Hồng Hà at the conference announcing the province's planning for the period 2021-2030, with a vision to 2050, organised by the People's Committee on Tuesday.
The Deputy PM highlighted Vĩnh Phúc's standing as a cradle of innovation, steeped in a rich cultural legacy. Acting as a vital connector, it bridges the gap between the northern provinces and the Hà Nội capital, threading through the bustling economic artery of Hải Phòng - Hà Nội - Lào Cai - Kunming of China.
The province boasts numerous historical and scenic attractions, preserving many ancient Vietnamese cultural features. Its strategic location and historical backdrop have primed Vĩnh Phúc for both local and global economic development, he said.
With abundant potential and distinct advantages, Vĩnh Phúc is poised for sustainable and dynamic growth, emerging as a pivotal player in the vibrant tapestry of the Hồng (Red) River Delta region.
Deputy PM Hài said the province is set to play a pivotal role as one of the key drivers of modern industrial development in the Red River Delta region, serving as a nucleus for propelling growth. It stands as one of the three growth poles alongside Hà Nội in the capital region. The strategic planning will unlock new opportunities and development spaces for Vĩnh Phúc Province.
In a firm directive, he emphasised the urgent need for the province to swiftly chart a clear roadmap for putting the plan into action. This involves setting out crucial priorities, establishing timelines, and securing resources for implementing the outlined programmes and projects.
This also involves a thorough evaluation, refinement, and seamless integration of detailed sectoral and zonal plans to harmonise with the overarching provincial strategy.
Vĩnh Phúc is gearing up for an extensive public unveiling and promotion of the plan, aiming to mobilise social resources.
Notably, there is a strong emphasis on empowering citizens to actively engage in overseeing plan execution, while also facilitating investor access and activation of spatial plans through approved initiatives.
The deputy prime minister is pushing the province to step up its game with innovative policies, tackling obstacles and enhancing the investment scene.
There's a focus on accelerating administrative reforms, developing e-government, digital economy, and digital society, as well as constructing smart cities.
Rapid advancement in transitioning growth models towards depth, emphasising digital economy, green economy, circular economy, and enhancing labour productivity is most important.
Moreover, the province needs to strengthen cooperation and linkages for regional economic development with other provinces and cities in the capital region.
Priority investment should be directed towards pivotal projects directly impacting socio-economic development goals, with significant spillover effects, including projects fostering new development spaces and capabilities, driving the province towards modern and sustainable development.
Under the provincial planning, by 2030, Vĩnh Phúc aims to lead in GRDP per capita, with modern infrastructure aiming for Class I urban areas standards, transitioning to a digital, circular, knowledge-based economy. It serves as a hub in the Red River Delta, offering high living standards in a culturally rich, ecologically pristine environment.
By 2050, it aspires to be a centrally governed city with modern, green infrastructure, thriving economically and socially, ensuring high living standards, happiness, advanced culture, and ecological preservation. National defence and security are priorities, ensuring stability and order. — VNS
