HÀ NỘI — Northeastern coastal Quảng Ninh Province will continue to provide advanced training for officials and civil servants with financial support of up to VNĐ2 billion (US$83,290).
The move is among Quảng Ninh’s efforts to improve human resources, which is one of the top priorities of the province.
The province is developing a number of new mechanisms and policies to support postgraduate training for officials and civil servants in public service in the fields of education, training and health in the period of 2023-2025.
Public employees who are sent by authorities to post-graduate training in accordance with regulations are eligible for financial support after being granted their diploma.
Officials and civil servants who study for a doctorate or equivalent degree in a foreign country will receive the highest amount of VNĐ2 billion. Those who study for a doctoral degree or equivalent degree in the country will be given VNĐ250 million ($10,410).
Those who register for masters or equivalent degrees abroad will receive the amount of VNĐ1 billion ($41,640) while those who study the same degrees in the country will get support of VNĐ100 million ($4,160).
In particular, female ethnic minority employees will be given 20 per cent more than the base support levels, while people who are entitled to partial training support will receive 25 per cent of the base support level after earning their diplomas.
The beneficiaries of these support policies are in the fields of health and education and training.
High school teachers, lecturers at Hạ Long University, Quảng Ninh Vietnamese – South Korean College, Quảng Ninh Medical College, and Nguyễn Văn Cừ School of Staff Training are eligible for doctorate degrees. Preventive medicine and medical public servants at provincial health service units are eligible for the training for specialist doctor level 2.
Teachers at general education institutions and schools in mountainous, border and island areas of the province, teachers being recognised as excellent teachers at all levels can register for masters training. Officials working in the fields of medicine and preventive medicine at district health centres are able to continue studying specialist doctor level 1.
They will all receive support after completing their training. The supportive policies will be valid until December 31, 2025.
The province will submit the policies to the provincial People's Council for approval.
Improving the quality of human resources, promoting the application of science and technology, and promoting digital transformation and innovation are identified as three strategic breakthroughs of Quảng Ninh in 2023.
