HÀ NỘI — Permanent Deputy Prime Minister Phạm Bình Minh called on ministries to urgently complete legal basis for the national target programmes at an online conference on Thursday.
The online conference focused on the progress of national target programmes for 2021-25.
Reports at the conference said that Prime Minister Phạm Minh Chính approved three national target programmes for the 2021-25 period; the national target programme for socio-economic development in ethnic minority areas and mountainous regions, the national target programme for sustainable poverty reduction and the national target programme for new rural development.
Ministries are focusing on completing circulars on management and use of funds from the State budget, guidance for projects and sub-projects, and guidance for the process of monitoring, supervising and evaluating programmes.
Permanent Deputy PM Minh said that the programmes received great attention from the National Assembly, voters and people nationwide. The Government, the PM and ministries have issued a legal basis for implementation.
At present, the legal basis is basically complete.
Deputy PM Minh assigned the Ministry of Planning and Investment to coordinate with the Ministry of Finance and the Government Office to urgently complete the draft decree for management and implementation of national target programmes.
The draft decree should be submitted to the Government within a week, and submitted to the National Assembly Standing Committee in early April this year.
The Deputy PM assigned the Committee for Ethnic Minority Affairs and the Ministry of Labour, Invalids and Social Affairs to review and finalise plans for proposed capital to implement the programme for socio-economic development in ethnic minority areas and mountainous regions, and the programme for sustainable poverty reduction.
The Ministry of Agriculture and Rural Development will develop and finalise capital allocation of the new rural programme.
Ministries must develop circulars to guide the programmes so that when capital is allocated, they can be implemented immediately.
The Deputy PM assigned the Ministry of Planning and Investment, which is the standing agency of the Central Steering Committee for National Target Programmes, to assume the prime responsibility for, and coordinate with other ministries and agencies to organise an online national conference on national target programmes for the period 2021-25.
The online conference must ensure thrift, efficiency and safety in COVID-19 prevention and control. — VNS
