Hòa Bình aims to build active, effective political system

HÀ NỘI — Hòa Bình Province’s Party Committee is aiming for fast and sustainable development during its 2020-25 tenure, with building an active, transparent political system that works for the people and supports businesses as one of its important missions.

In implementing resolutions of the Politburo and regulations issued by the Prime Minister on reducing and reorganising workforce at State-owned organisations, for the 2015-21 tenure, the province issued a plan to reduce the number of staff at its agencies and units, and instructed them to carry it out.

One example of the workforce being reduced in the province was the cutback on grassroots authorities in small villages, wards and residential groups in 2017. This reduction stemmed from the realisation that even though some villages had only about 10 households, they still had an entire authority system which included a leader, deputy leader, Party Committee, and working committees, which was unrealistic and unnecessary.

In February 2018, the province’s standing Party Committee issued a decree on reorganising the workforce at State-owned administrative units at the communal level, which was drastically implemented.

In the past five years, 59 communes and one district were phased out, equalling 28 per cent of the total number of communes. A total of 1,560 government staff were let go from May 2015 to the end of 2019.

The province is on its way to reaching the goal of reducing 10 per cent of the workforce as planned at the start of the tenure in 2015.

It has also asked districts and cities under its administration to make plans to scale down their internal apparatus, aiming to only keep the key ones. Divisions, branches, centres and project management units need to be rearranged. Each department, sector, district and city have to cut back at least one of its unit.

Quách Tất Liêm, vice chairman of the Hòa Bình People’s Committee, said: “In the future, the province will focus on reforming its governing body, reducing the workforce, building new standards for civil officers, rearranging and conducting inspection on the administrative units.”

“We will also research and propose solutions to increase the effectiveness and quality of public services, reduce the number of second-in-commands and combine small units in accordance with regulations.”

In terms of building its Party Committee and political system, Hòa Bình aims to have at least 90 per cent of the grassroots Party Committees and 85 per cent of Party members fulfilling their working missions, and 80 per cent of grassroots governing units and Fatherland Front organisations doing the same.

The reduction and reorganisation of the public workforce not only helps to eliminate underperforming officials but also attracts talented individuals to the public service system, which will improve the quality of human resources in the public sector to meet the requirements of national development and international integration.

Improving Party Committee leadership

The resolution of the 17th Congress of the province’s Party Committee for the 2020-25 tenure reiterated the importance of increasing the leadership capability and work performance of the committee, building a strong political system and civil officer body, promoting national unity, and mobilising resources for rapid and sustainable development.

In terms of economic development, Hòa Bình aims to reach the country’s average development rate by 2025, become a leading locality in the Northern midlands and mountainous region by 2030, and a developed province by 2050.

At the same time, it aims to refresh and improve its Party Committee’s leadership goals and style, to build a strong and transparent political system with an emphasis on the role of the leader.

The province also aims to build a constructive governing body that works towards the people’s satisfaction and solves their difficulties and problems at the grassroots levels. It will also improve the activities of its National Assembly delegation, People’s Councils and People’s Committees at all levels, considering the people’s satisfaction a measure of the quality of the governing bodies.

The secretary of Hòa Bình Provincial Party Committee said: “Our Party has affirmed that cultural development is the foundation, and economic development is the key mission, and building the Party is the core in which workforce organising plays the most crucial role.”

“Hòa Bình thus closely follows the direction of the Politburo and the central Government to form a capable and prudent workforce, who are able to carry out the missions assigned by the province’s Party Committee and its people.”

With these missions, in the new tenure, the province will focus on building a strong and effective political system, drastically preventing and fighting corruption, wastefulness, bureaucratic attitude, and the formation of cliques with shared interests in the system.

It will also build a body of capable Party members and leaders with high credibility at all levels, especially the strategic level, to consolidate the people’s trust and commitment with the authority.

With comprehensive and realistic goals, Hòa Bình deserves to have an active, transparent and effective governing body, which is a foundation for attracting investments, socio-economic development and increasing its people’s quality of life. — VNS
