HÀ NỘI — Party General Secretary Tô Lâm has confirmed that improving the quality of local officials is crucial to the nation’s development process.
He was speaking at a working session on Thursday with the Party Central Committee’s Organisation Commission to discuss solutions to improve the quality of officials at the local level.
According to Lâm, the abilities and skills of local officials play a decisive role in ensuring the accurate and effective implementation of policies.
He noted that the country is entering a new stage of development, in which decentralisation and delegation of authority are being strongly promoted down to the grassroots level.
The entire political system must find solutions to enhance policy implementation by standardising the contingent of local officials in line with new task requirements, he said.
He also emphasised the need to build a competency framework for officials focusing on political and ideological qualities, the capacity to perform public duties and the development potential of each person.
Lâm asked Party committees at all levels to identify improving the quality of local officials as a key step in strengthening leadership and governing capacity of Party organisations and the effectiveness and efficiency of management.
This task should be incorporated into full-term and annual work programmes, as well as inspection and supervision plans, he said.
People’s committees at all levels, along with internal affairs agencies and Party organisation units, have been tasked with coordinating to develop competency frameworks for local positions and for the contingent of officials and civil servants.
They are required to review and reclassify the existing workforce, identify gaps in competencies and develop training plans based on a clear roadmap.
The Party leader also ordered pilots of these models in selected urban, rural, mountainous, border and island areas to refine the framework and evaluation criteria.
Training programmes should be organised based on practical situations and indicators reflecting public service delivery. The models will then be reviewed, expanded and replicated more widely, he said. — VNS
