HÀ NỘI — Party General Secretary Tô Lâm directed that the Socio-Economic Report serve as an action handbook to achieve double-digit growth and make Việt Nam a high-income developed country by 2045.
He made the remarks during a working session with the Sub-committee for Socio-Economic Affairs of the 14th National Party Congress in Hà Nội on Monday.
Speaking at the session, the General Secretary emphasised that the Party has identified economic development as a central task and one of the most challenging missions at present. Therefore, the report is a crucial specialised document that will determine the realisation of the Party’s policies and strategies.
He said he highly appreciated the draft report for aligning closely with key requirements, having a strong action-oriented and goal-driven approach, being practical and incorporating breakthrough innovations.
Regarding its scope, the draft report has been streamlined, with an emphasis on strong solutions, particularly the commitment to double-digit growth. It also includes appendices outlining targets, essential projects to be completed and legal documents that need amendments.
He noted that the report is highly actionable and can be implemented immediately.
Regarding further research and refinements for the draft report, General Secretary Tô Lâm introduced new issues, such as continuing efforts to streamline the political system. He called for a deeper assessment of the outcomes of administrative restructuring and the reorganisation of government units at all levels. He also emphasised the need to reassess national and regional planning, as well as development orientations for provinces and cities.
Regarding the GDP growth model, the General Secretary urged continued research to clarify the essence of Việt Nam’s new growth model, highlighting fundamental factors for rapid and sustainable development.
In this model, the roles of different economic sectors must be clearly defined, with a particular emphasis on the private sector as a key driver of GDP growth, increased labour productivity and job creation. The development of modern industrial, agricultural and service sectors must be strategically outlined, alongside the formation of growth hubs and zones with specific contributions to national GDP.
On institutional reforms, the General Secretary pointed out that existing institutional bottlenecks must be addressed. Steps are being taken to remove regulatory barriers and challenges in order to establish a foundation for development. The process of drafting and enacting laws must reflect real-world conditions, avoiding delays due to legal or procedural waiting periods, which could lead to missed opportunities.
He called for a bold overhaul of policies and procedures to meet development needs, build a favourable legal environment, ensure business transparency and security, reduce costs and position Việt Nam as a leader in administrative reform, entrepreneurship, innovation and an open business investment environment.
The Party chief emphasised the need to research comprehensive policy implementation solutions that are consistent from the central to the local levels. He stressed the importance of building a proactive workforce dedicated to serving the people and businesses.
According to him, reorganising administrative units at all levels presents an opportunity to refine the cadre system, ensuring that personnel truly meet the country’s development requirements in the coming period.
Regarding resource mobilisation for development, General Secretary Tô Lâm suggested further in-depth research into concrete solutions to mobilise resources. He called for a thorough review of strategies for attracting FDI and indirect investment in the country’s new development phase, as well as for encouraging domestic capital to participate in business activities and circulate within the economy.
He also highlighted the need to continue reviewing the report’s content to ensure a balanced approach to economic, cultural, and social development. The ultimate goal is to continuously improve the material and spiritual well-being of the people.
He urged members of the Sub-committee for Socio-economic Affairs to conduct thorough research and discussions and to incorporate feedback from various levels to refine and finalise the report for the 14th Party Congress. — VNS
