KHÁNH HÒA — Khánh Hòa Province is positioning cultural industries as a new engine of growth, aiming to boost its “soft power” and strengthen its local brand.
Implementing Resolution No. 80-NQ/TW of the Politburo on the development of Vietnamese culture, Khánh Hòa Province is stepping up efforts to develop its cultural industries, identifying this as a key direction to enhance “soft power” value and to build and affirm its local brand.
Under a plan to implement the Strategy for the Development of Cultural Industries to 2030, with a vision to 2045, Khánh Hòa is orienting the sector around the effective use of heritage resources, the promotion of traditional cultural values, and the encouragement of creativity, closely linked with tourism, services and the entertainment industry.
The sector is expected not only to generate economic value but also to enrich people’s spiritual life and promote the image of Khánh Hòa’s land and people to the world.
Nguyễn Long Biên, vice chairman of the provincial People’s Committee, said the province is pursuing the synchronous development of cultural industries alongside tourism.
In this model, the culture–entertainment industry plays a breakthrough role, tourism serves as the pillar, creative arts form the core value, and digital cultural industries act as a growth driver.
The application of science and technology, digital transformation and innovation is seen as crucial to enhancing competitiveness and the value of cultural products.
By 2030, Khánh Hòa aims to become a centre for the entertainment industry associated with cultural heritage at both regional and national levels.
Cultural industries are expected to become an important economic sector with high growth rates, making a positive contribution to GRDP.
The province targets the development of three to five distinctive cultural products and brands of national and international standing, and the establishment of at least one creative space and cultural industry complex bearing a local identity.
Khánh Hòa also aims to become a destination for large-scale cultural, artistic and marine entertainment events to enhance tourism appeal.
Targets include annual performing arts revenue of around VNĐ8 billion (US$304,000) and nearly VNĐ5 billion from advertising.
Revenue from broadcasting agencies and services is projected to reach VNĐ99 billion, while cultural tourism is expected to account for about 10 per cent of total tourism revenue.
All key cultural sectors are to offer products and services applying digital technologies.

Looking ahead to 2045, the province seeks to make cultural industries and the creative economy pillars of sustainable development, contributing to the transformation of Khánh Hòa into a smart, modern and culturally distinctive urban centre with a position in Asia.
Cultural industry products are expected to achieve high quality and export capability, thereby enhancing the province’s international standing.
To realise these goals, the provincial People’s Committee has tasked the Department of Culture, Sports and Tourism with coordinating with relevant agencies and localities to implement the plan in a comprehensive manner.
Priority will be given to six key areas: cinema, performing arts, software and entertainment games, advertising, handicrafts, and cultural tourism.
In cinema, the province will step up efforts to attract domestic and international film crews, making effective use of natural and cultural settings to promote tourism.
The quality and scale of performing arts programmes will be improved, particularly music festivals and international events.
In the technology sector, Khánh Hòa will encourage the development of modern, diverse software and entertainment games incorporating cultural education elements.
The advertising industry will prioritise digital platforms, applying advanced technologies such as artificial intelligence and big data to enhance communication effectiveness.
Handicrafts will continue to be promoted through the preservation and development of traditional craft villages and the design of products reflecting local cultural identity to meet both domestic and export demand.
Cultural tourism will serve as a connecting sector, creating added value through distinctive products and unique experiences linked to heritage, cuisine and community life.
Khánh Hòa is implementing eight groups of solutions, focusing on improving institutions and policy mechanisms to create a favourable environment for business participation; accelerating administrative reform; mobilising social resources; and attracting both domestic and foreign investment into cultural industries.
The province is also developing high-quality human resources through training and professional development; strengthening cooperation with educational institutions, businesses and international organisations; building a creative ecosystem; and supporting start-ups in the cultural sector.
Notably, Khánh Hòa is promoting digital transformation to build databases, digitise heritage, develop digital platforms and form an online market for cultural products, thereby improving accessibility, promotion and consumption in the digital era.
The province is also enhancing international cooperation, expanding cultural exchanges, joining global creative networks, and strengthening intellectual property protection to safeguard creative products.
The implementation of the province’s cultural industry development strategy is expected not only to diversify the economic structure but also to create momentum for sustainable growth, improve people’s spiritual well-being, and gradually affirm Khánh Hòa’s position in the new era. — VNS
