APEC eyes improvement to regulatory practices

HCM CITY – Fifty delegates from APEC member-economies took part in a workshop on Traffic Light Score Methodology that began in HCM City yesterday.

The methodology refers to a framework proposed by Mexico to help APEC members come up with effective regulatory practices to promote economic and social growth while protecting the environment and well-being of people.

According to the head of the Mexico’s Federal Commission of Regulatory Improvement and APEC representative, Mario Emilio Gutiérrez, TLSM is also important to “more open, well-functioning, transparent and competitive markets.”

The workshop aims to pursue three objectives – building the capacity of APEC economies to implement TLSM, ensure that workshop participants are able to apply TLSM, and measure the quality of ex post regulatory impact assessments (RIAs) and improve the quality of regulations. 

Gutiérrez said, “TLSM is intended to perform as a complementary tool, not a replacement of currently existing tools such as Ex Post RIAs.”

“The TLSM is still under construction, and requires further discussions to test and refine.”

Tomorrow the two-day workshop organised by the APEC Economic Committee (EC) will focus on group activities.

The EC was established in 1994 and meets twice a year with an aim of promoting structural reform of institutional frameworks, regulations, and government policies to ensure efficient functioning of markets. – VNS
