Medium to longterm STraetgy for Oil & GAS and Chemical industry stakeholders to penetrate effectively in emerging Green Hydrogen / POWER TO X (PTX) markets

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. On behalf of the German Government, GIZ currently provides advisory services to the Government of Viet Nam in three priority areas: (1) Vocational training, (2) Environmental policy and sustainable use of natural resources, and (3) Energy. The German – Vietnamese Energy Cooperation Project will need to develop a Recommended Medium to Longterm Strategy for National Oil & Gas and Chemical sectors to penetrate effectively in an emerging international and domestic Green hydrogen / Power to X (PtX) supply chain / markets.

The Project is thus looking for a local consultant firm (here after called as LCF) (including 03 experts: 01 senior technical expert and 02 technical experts) to complement the work of a separately contracted International Consultant Firm (ICF). The LCF shall

  • Report to elaborate technical and economic potential of GH2 and its derivatives in domestic markets by 2050.
  • Work with an international consulting firm to elaborate quantitative export potential & opportunities of GH2 and its derivatives from Viet Nam to potential importing countries
  • Joint with an international consulting firm to generate a report on levelized cost of hydrogen and its derivatives and other related costs for domestic and export purposes.
  • Cooperate with an international consulting firm to generate a medium to long term strategy for Oil & Gas and Chemical stakeholders to penetrate effectively an emerging domestic and international Green Hydrogen & PtX supply chains/ markets.

Therefore, GIZ Hanoi Office is conducting a public tender to seek a qualified Local Consulting Firm (here after called as LCF) to carry related tasks as below:

  1. Tentative timeframe of the assignment: 9 months (tentatively start from 22nd of October 2022 until 15th of August 2023)
  2. Place of Assignment: Mainly in Ha Noi, Vietnam with short time domestic travel required (tentatively in Ho Chi Minh city)
  3. LC’s manday: up to 140 mandays
  4. Requirements: The selected LCF are expected to have extensive expertise in energy, renewable energy and/or hydrogen/Power to X (PtX) industry. The experts from LCF consists of 03 experts with experiences ranging from 11-20 years. The senior technical expert must have at least 16 years of professional experience and 02 technical experts must have at least 11 years of professional experience at least in one of the following: the energy sector, oil & gas, chemical and manufacturing industries.

Interested Local consulting firms should send an expression of interest containing:

  1. Letter of interest (with director’s signature and company stamp)
  2. Company profile (incl. business license, tax code registration, organisational chart, list of services, at least 2 reference letters or equivalent documents of clients to prove its relevant experience and technical capacity to this assignment requirement).
  3. Financial key data: Copy of audited financial report of the last 3 years (incl. balance sheet, income statement, cashflow statement, tax liquidation)
