Hà Nội reviews socio-economic development

HÀ NỘI — The Hà Nội People’s Council members will review the capital city’s socio-economic development, security, national defence and budget collection and expenses in 2020 at their three-day 18th session which opened on Monday.

Based on this year’s results, they will also consider and decide orientations on some important issues of the city, including the socio-economic development plan, mid-term public investment plan and financial and budget plan for the next five years.  

Speaking at the opening ceremony, Hà Nội Party Committee’s Secretary Vương Đình Huệ said the city’s gross regional domestic product (GRDP) is estimated to have expanded 3.98 per cent this year, 1.5 times higher than the country’s average rate; consumer price index (CPI) curbed below 3 per cent; budget revenues reached nearly VNĐ280 trillion (US$12.17 billion), a year-on-year increase of 3.5 per cent.

The city has paid more attention to and made positive changes in urban planning, construction, management and development; mobilised all investment sources for socio-economic infrastructure development, particularly in the fields of transport, electricity, traffic safety and environmental protection, he said.   

He said the meeting was an event of special importance, creating an opportunity for participants to discuss achieved results as well as point out shortcomings during the implementation of socio-economic development, security and national defence, finance, budget and public investment tasks to have solutions for the next periods.

The city proposed the theme of 2021 as “Principle, Responsibility, Action, Creation and Development,” urging participants to discuss, consider and decide key tasks and solutions in order to create basic changes in all fields in 2021, particularly issues of public concerns, he said.

Chairwoman of the Hà Nội People’s Council Nguyễn Thị Bích Ngọc said the 15th Hà Nội’s People’s Council went through 17 sessions during the 2016-2021 period and resolutions of these sessions have made practical contributions to the city’s development and tackling difficulties during the implementation of the city’s development tasks.

This meeting would discuss and assess the city’s tasks in 2020 and put forward goals and missions for next year with feasible solutions in line with real conditions of the city, she said.

The meeting will also cover the election of some important positions for the local government. Participants are expected to elect chairman of the municipal People’s Council, deputy chairmen and some members of the People’s Committee for the 2016-2021 term.

Another important issue to be included in the meeting is the planning for the city’s socio-economic development, public investment and budget for 2021-2025.

The People’s Council will also discuss socio-economic, security, defence, and budget in 2020, as well as targets and missions for 2021.

The council is scheduled to pass 20 reports and 15 resolutions and hold interpellations by the council’s members to the People’s Committee and related agencies.

On this occasion, the council plans to ratify the National Assembly’s resolutions on the urban government and the special budget mechanism for Hà Nội.

Other important issues, namely infrastructure development, traffic congestion, bridges over Red River, and key development projects will be discussed at the meeting.

Addressing the meeting, deputy National Assembly Chairman Đỗ Bá Tỵ said results achieved by the Hà Nội’s People’s Council were comprehensive in all fields and the council’s activities have always been linked with socio-economic development of the city.

He suggested the city continue implementing effectively tasks and solutions in a timely manner to help stabilise the macro-economy and fulfil economic growth and social security targets in the new context.

The city should have resolute measures in management in line with the real conditions; actively improve the investment and business environment, giving priority to boosting technology and applying new production models; and continue implementing key tasks to improve the living conditions of local residents, he said. — VNS
