HCM CITY  — The HCM City People’s Committee has sought the Government’s approval for a new mechanism to reduce the time it takes to make compensation payments and acquire lands needed for infrastructure development.

The mechanism stipulates three time frames.

Firstly, it should take no more 240 days from the date of issue of a notice to acquire a plot of land to completing the acquisition, with the compensation paid within the period.

Secondly, it should take no more than 30 days from the date of ratification of the compensation plan to making the payment.

Thirdly, if all households in an area agree to sell their property, it should take no more than 30 days from the compensation payment date to taking possession of the land.

If less than five households have to be forced to move under the principle of eminent domain, it should take a maximum of 120 working days from the compensation payment date to evict them.

If more than five households are involved, it should not take more than 180 working days for the eviction.

The mechanism for paying compensation for projects using ODA (official development assistance) funds must be ratified by the Government. — VNS
