Law on Measurement amended to meet digital transformation requirements

HÀ NỘI — After nearly 15 years of implementation, the Law on Measurement has established a legal framework for metrology activities, protected consumer rights and supported production and business.

However, with the rapid development of science, technology, digital transformation and the green economy, many provisions in the current law are no longer suitable.

In late June, the Government issued a resolution on the content of the draft law amending and supplementing a number of articles of the measurement law, which was drafted by the Ministry of Science and Technology.

According to the ministry, the amendment stems primarily from rapid changes in science, technology and the digital transformation process.

In February 2026, the ministry held a meeting of the drafting committee for the draft law.

Deputy Minister of Science and Technology Lê Xuân Định said the Law on Measurement, which was enacted in 2011, has made significant contributions to establishing discipline in metrology activities, ensuring fairness in trade, protecting consumer rights and enhancing product productivity and quality after more than 15 years.

Định said in the context of a digital economy, green economy and increasingly deep international integration, the legal system on metrology needs to be updated to meet new development demands.

The law enforcement shows that current provisions have not kept pace with digital transformation trends in metrology activities. National and enterprise metrological capacities have also not fully met the requirements of new fields such as new energy, green economy, carbon credits or measuring objects in digital space.

Another issue is that the system of regulations on administrative procedures and conditions for providing inspection, calibration and testing services has revealed unsuitable points, increasing compliance costs and failing to create favourable conditions for the socialisation of metrology activities.

The implementation of the two-tier local government model and new legal regulations also demand adjustments to ensure consistency, synchronisation and prevent gaps in state management of metrology.

For those reasons, amending the law aims not only to address the shortcomings of the existing legal framework but also to build a legal foundation for a modern metrology system that satisfies the demands of emerging technology sectors and international integration.

Key amendment orientations

A conference was held by the Ministry of Science and Technology on August 19 to disseminate policies on the draft law amending and supplementing a number of articles of the Law on Measurement.

Trần Thị Thúy Hà, from the Metrology Department under the Commission for the Standards, Metrology and Quality of Việt Nam, shared that one of the new highlights of the draft is the addition of a new chapter on the digital transformation of metrology activities.

The State will build and operate a digital platform for metrology activities, establish a metrology database within the national database on standards, metrology, and quality and assign unique management codes to measuring instruments and measurement standards to enable lifecycle traceability, she said.

The draft also recognises and utilises measurement results in electronic form. Measurement results, certificates, stamps and marks in digital data form will carry legal validity as prescribed, she said.

This serves as a basis for reducing paper document printing and storage costs while enhancing data exploitation capabilities for management agencies, businesses and citizens, she said.

Hà added that the draft standardises several concepts in line with international practices, adding definitions such as reference material, measurement uncertainty and digital platform for metrology activities.

It also updates concepts regarding the SI system, measurement standards, calibration and measuring instruments. — VNS
