HCM City to allocate over $1.5b for science and technology development

HCM CITY — The HCM City Department of Science and Technology, in collaboration with the Science and Technology Committee of the Vietnam National University-HCM City, held a conference on Tuesday to discuss the implementation of Politburo’s Resolution 57 on science and technology development, innovation, and digital transformation.

Speaking at the event, Asso Prof Dr. Huỳnh Thành Đạt, Deputy Head of the Party Central Committee’s Commission for Education and Publicity, emphasised HCM City’s key role in implementing the resolution.

He noted that the city has the best conditions to successfully apply the new policies and lead in scientific and technological advancements.

Assoc Prof Dr. Vũ Hải Quân, Director of Vietnam National University-HCM City, highlighted two major breakthroughs in the resolution: increasing investment in science and technology to a maximum of 2 per cent of GDP and creating a legal framework that allows for research risks.

He stressed that without a mechanism to accept risks, scientists may hesitate to undertake ambitious projects, limiting the potential for breakthrough innovations.

Experts at the conference also addressed challenges in the current research environment, particularly the lack of collaboration between Government agencies, businesses, and research institutions.

Prof. Dr. Nguyễn Thị Cành from the University of Economics and Law pointed out that Việt Nam’s science and technology market remains underdeveloped, with weak connections between researchers and enterprises.

Dr. Trương Minh Huy Vũ, Director of the HCM City Institute for Development Studies, estimated that total investment in science and technology in 2025 would range from VNĐ38 trillion to VNĐ40 trillion (US$1.5 billion - $1.57 billion).

Of this amount, public investment is expected to contribute about VNĐ15 trillion, while private sector funding could reach VNĐ23 trillion. He stressed the importance of proper mechanisms, investment procedures, and coordination to avoid fragmented efforts.

The conference marked an important step in defining HCM City’s strategies and specific solutions for science and technology development, innovation, and digital transformation, contributing to the city’s and the nation’s sustainable growth. — VNS
