BẮC GIANG — The implementation of Resolution No. 1191/NQ-UBTVQH15, issued by the National Assembly Standing Committee, has set in motion the reorganisation of district- and commune-level administrative units across Bắc Giang Province for the 2023–2025 period.
Bắc Giang City is at the forefront of this effort, with Party committees and local authorities working tirelessly to ensure the new administrative structure is fully operational by January 1, 2025, according to Trần Thanh Hải, Permanent Deputy Secretary of the Bắc Giang City Party Committee.
Following the resolution’s approval, the Bắc Giang Provincial Party Committee and People’s Committee promptly issued directives to guide the process. The Bắc Giang City Party Committee established a Steering Committee, chaired by the City Party Secretary, to oversee the implementation. A detailed plan was developed in collaboration with Yên Dũng District authorities, outlining specific tasks and mobilising the entire political system to ensure timely execution.

To date, all relevant agencies in Bắc Giang City and Yên Dũng District have finalised their documents, records, and assets. The handover is on track to be completed by December 20, 2024, paving the way for the seamless operation of the new administrative framework.
The Standing Committee of the Bắc Giang City Party Committee has focused on drafting proposals to establish the Party Committee of the new city, merge commune-level administrative units, and rename villages and residential groups following the reorganisation. Personnel plans and preparations for the city People’s Council session on January 1, 2025, have also been carefully developed to elect key officials for the 2021–2026 term.
The transfer of finances, assets, and documents, particularly those related to land management, environmental resources, and personnel records, is being conducted rigorously. The City Party Committee is also working with the Provincial Organisation Commission to deploy city officials and civil servants to Chũ Town and Lục Ngạn District after the reorganisation.

As of January 1, 2025, Bắc Giang City will cover a natural area of 258.29 square kilometres, with a population of approximately 371,000 people and 31 commune-level administrative units. The city’s Party Committee will oversee 60 grassroots Party organisations with more than 17,700 members.
Efforts to improve infrastructure and urban management are ongoing. Nguyễn Đức Hợp, Chairman of Tân Tiến Commune People’s Committee, said: “We are committed to maintaining a friendly government, managing urban and construction order effectively, and providing better public services.” Meanwhile, local resident Dương Thị Hồng expressed her hope that the new administrative apparatus will operate more professionally and efficiently for the benefit of the people.
On January 10, 2025, Bắc Giang City will hold a conference to announce Resolution No. 1191 and inaugurate its new administrative apparatus, marking a significant milestone in its development process. VNS
