BẮC NINH – The programme of promoting study and talent, with the theme "Give wings to dreams - Aspiration to fly high" this year has profound significance in developing a learning society, improving the quality of human resources and respecting the talents of Bắc Ninh Province.

Chairwoman of Bắc Ninh Province’s People’s Committee Nguyễn Hương Giang said: “Bắc Ninh, also known as Kinh Bắc Region (the northern region of Thăng Long Citadel), is the land of academics and studiousness. That is shown through the yellow pages of examinations during the feudal period of Việt Nam.”

“The whole country had 188 examinations and 2,971 candidates passed the university entrance exam, while Kinh Bắc Region alone had 679 candidates passing the university entrance exam, and thousands of bachelors. Baccalaureate,” said Giang.

“Throughout thousands of years of history, the consciousness of rising on the path of education is still the pride of every person of homeland Kinh Bắc,” she said.

Continuing that tradition of studiousness, Bắc Ninh Province always considers education and training as a top priority, with many specific policies and mechanisms to discover, foster and use talented people.

Typically, the provincial People's Council has issued Resolutions on remuneration policy for artisans in the field of intangible cultural heritage and preferential career allowances for people working at Bắc Ninh Quan Họ Folk Theater, policies to develop preschool education and non-public general education in the province in the period 2018-2025, policies for Bắc Ninh High School for the Gifted and eight key secondary schools, and financial assistance policies for managers, experts, teachers, and students who participate in trainings for exams selecting excellent students for the provincial, national and international competitions.

In the field of culture, the province is also a pioneer in promulgating many special incentive mechanisms for organisations and individuals directly participating in the practice of heritage performance.

To date, Bắc Ninh has honoured 203 artisans, including 10 People's Artists, 42 Meritorious Artists and 151 artisans in various fields and types of intangible cultural heritage.

In the field of sports, along with making key investments in facilities and resources to develop high-performance sports, Bắc Ninh has been carrying out many programmes and action plans to strongly promote the career of physical training and sports to new heights.

On December 16, at Kinh Bắc Cultural Centre in Bắc Ninh City, the provincial Party Committee, People's Council, People's Committee, Fatherland Front Committee of Bắc Ninh Province organised a meeting launching the 2023 Study and Talent Promotion Programme.

Attending the meeting were General Phạm Văn Trà, former Minister of National Defence, Member of the Party Central Committee, and Secretary of the Bắc Ninh Provincial Party Committee Nguyễn Anh Tuấn.

On this occasion, the organising board awarded more than 630 individuals and groups, including students winning national, regional, and international awards; teachers and students winning national prizes in competitions for the 2022 - 2023 school year; students who won national Olympic prizes; excellent university graduates; students achieving valedictorian status and high scores in the 2023 high school graduation exam; athletes winning international and national sports awards; honoring professors and associate professors; and typical communities and families who contribute to promoting education.

The total reward is more than VNĐ3.5 billion (US$142,000).

In the meeting, Giang also asked each honoured individual and group to continue to strive for higher achievements, becoming a motivation and inspiration for other people to study and to be shining examples of ethics, labour, and creativity, contributing to the development of the homeland on a new journey.

Along with that, functional branches need to be more proactive in proposing and advising the province to develop appropriate mechanisms and policies to discover, attract, foster, utilise, and promote talents, especially young people, regarding it as a breakthrough solution that creates a solid foundation for the development of Bắc Ninh Province, Giang said.

Organisations and individuals continue to pay attention and support the Fund of Study Promotion to grow stronger and contribute to giving wings to the dreams of many generations of the Bắc Ninh people, she added. VNS
