HÀ NỘI — The year-end meeting of the National Assembly opened this morning in Hà Nội.
At the opening speech, NA Chairwoman Nguyễn Thị Kim Ngân said the 10th sitting was held as the COVID-19 pandemic continues to ravage the world’s economy, while natural disasters that struck Việt Nam in recent days had resulted in great losses of human life.
The parliament conveyed its condolences to the families of the soldiers, officials and civilians who have lost their lives during the flooding in central Việt Nam.
The NA highly valued the determined and swift response from the Government in search and rescue and relief efforts, praising the will and unity of the people in the flood-hit regions and the compassion and support from society at large.
Legislators will convene meetings mostly via videoconference during the first session from October 20 to 27 and gather in Hà Nội for face-to-face discussions during the plenary session from November 2 to 17.

During the seven days allocated to law-making, they will vote on seven draft laws and three draft resolutions and deliberate four bills that aim to better ensure human rights, civil rights, uphold national security and public order and to meet socio-economic demands, NA Chairwoman Ngân said.
At this meeting, legislators will also consider and decide matters on socio-economic development and the State budget, including reviewing the results of the socio-economic development and the State budget in 2020 and plan for 2021, including reports on water resource security, safety management of dams and reservoirs along with status and solutions for electricity development, the results of more than three years of implementation of NA’s resolution on piloting the handling of bad debts by credit institutions.
The NA will review reports and conduct questioning on the implementation of NA resolutions on topical supervision works and questioning during the current 14th tenure and a number of resolutions adopted in the 13th tenure, as well as review reports that gathered opinions of the public sent to the 10th sitting.
The parliament will also decide on the date for the election of lawmakers to the 15th tenure NA and all-level People’s Councils for the 2021-26 term.
The NA is also set to ratify the dismissal and appointment of a number of cabinet members.
Aside from the opening ceremony this morning, all discussions on socio-economic development and State budget as well as the question & answer session of incumbent ministers and Government officials will be broadcast live on national television and radio channels.
The sitting is scheduled to conclude on November 17.
