Third working day of CPV Central Committee’s eighth plenum

The eighth plenum of the 12th Communist Party of Việt Nam (CPV) Central Committee had its third working day in Hà Nội yesterday.

HÀ NỘI — The eighth plenum of the 12th Communist Party of Việt Nam (CPV) Central Committee had its third working day in Hà Nội yesterday.

The committee spent the whole day discussing a report reviewing 10 ten years of the implementation of the Resolution on Việt Nam sea strategy until 2020 adopted by the fourth plenum of the 10th CPV Central Committee. 

Earlier, the committee reviewed and decided to take disciplinary action against Nguyễn Bắc Son, former member of the Party Central Committee, former Secretary of the Party Committee and former Minister of Information and Communications by removing him from the position of member of the Party Central Committee (11th tenure) and Secretary of the Party Committee of the ministry for the 2011-2016 tenure. 

The Politburo in July released its inspection report on the purchase of the Audio Visual Global (AVG) company by the State-owned MobiFone communications group. The deal was concluded to have caused losses of more than VNĐ7 trillion (US$311 million) to the State budget when AVG was bought at a much higher price, VNĐ8.8 trillion, than its true value.

The Politburo said that Son, as communications minister at the time, had to take the main responsibility over wrongdoings of the ministry regarding the purchase.

Particularly, Son was found to have wrongly signed several documents involving the purchase, including a proposal to the Prime Minister suggesting it. His negligence during the negotiation process also led to several serious violations, said the Politburo.

The committee also took disciplinary measures against Trần Văn Minh, former member of the Party Central Committee, former deputy head of the Party Central Committee’s Personnel Commission, former Vice Secretary of the Đà Nẵng City Party’s Committee, former Secretary of the municipal Party Committee and former Chairman of the municipal People’s Committee by expelling him from the CPV.

Minh was arrested in mid April under accusations of breaching regulations in managing and using State assets which caused losses and wastefulness, and violations in land management in Đà Nẵng.

He was allegedly involved in the case of Phan Văn Anh Vũ who was being investigated for the same charge of mismanagement and misuse of State assets. A court earlier sentenced Vũ to nine years behind bars for deliberately disclosing State secrets. — VNS
