HÀ NỘI — The Dutch Ministry of Foreign Affairs in collaboration with the Clingendael Academy of the Netherlands opened a training course for Vietnamese officials on the implementation of the UN Convention Against Torture (UNCAT) at the academy on October 1.
The course is part of the second phase of a cooperation programme between the two countries’ governments, following three courses in the first phase.
Speaking at the opening ceremony, Vietnamese Ambassador to the Netherlands Ngô Thị Hòa lauded the programme’s contributions to improving the capacity of Vietnamese officials of the Ministry of Public Security and related ministries.
She took the occasion to thank the Dutch Ministry of Foreign Affairs and the Clingendael Academy for their assistance, hoping that the second phase of the programme will also be a success.
Lt. Gen. Nguyễn Ngọc Anh, who leads the Ministry of Public Security delegation to the training course, affirmed the Netherlands’ experience in carrying out the UNCAT has been disseminated to Vietnamese officials from the central to local level.
Anh said Việt Nam’s legal regulations have been revised and supplemented in conformity with international conventions, including the UNCAT.
The country will submit a report on UNCAT implementation to the United Nations in its upcoming session slated for November in Geneva, Switzerland, he said, adding Việt Nam will continue promoting and ensuring human rights, and maintain cooperation with the international community in this work.
The training programme began in 2015, with its courses held in Việt Nam and the Netherlands in turn. — VNS
