HÀ NỘI — Party General Secretary and State President Tô Lâm told the Ministry of Public Security's Department of Technical Operations to build a force that is the most disciplined, the most loyal, the closest to the people and made up of leading experts in science and technology.
He made the remarks while attending a ceremony in Hà Nội on Monday celebrating the 80th founding anniversary of the People's Public Security Force on July 12 as well as the 72nd anniversary of the Technical Operations Force on July 1.
The top leader said the technical operations mission in the new era would require strategic foresight and self-sufficiency in technology, workforce development and independent operational capabilities.
Achieving these goals would depend above all on people, he said.
“Personnel is the decisive factor, requiring the development of a contingent of officers who are loyal, well versed in the law, highly skilled in professional operations, proficient in science and technology and capable in foreign languages,” Lâm said.
He also underscored the need for greater attention to worker-related policies.
Highlighting the rapidly evolving global and regional landscape, with its growing opportunities, challenges and risks, the top leader urged greater concentration of resources and more robust investment in modernising technical operations, to ensure the force is fully equipped to respond effectively under all circumstances.
He said technical operations must truly serve as the "eyes, ears and nervous system" of efforts to safeguard national security and maintain public order and safety.
The force should play a pivotal role in successfully responding to every security situation and detecting, preventing and neutralising hostile and criminal activities, while working closely with other units to deploy security strategies, according to Lâm.
He also called for the steady application of artificial intelligence and big data to enhance the detection and handling of crime, legal violations and threats to national security in a more proactive and effective manner.
The top leader went on to say that technical operations must become a "steel wall" and the intellectual backbone of the public security force, protecting breakthroughs in science and technology, innovation and the country's digital transformation.
This would enable authorities to identify and prevent attempts by hostile forces and criminals to undermine national security at an early stage, he added.
He urged the expansion of technical operations into emerging domains to proactively eliminate new security threats and strengthen the country's national security capabilities.
Indispensable role
Lâm also said at the ceremony: “The history of safeguarding national security and maintaining public order has demonstrated the indispensable role of technical operations.”
In recent years, the field has undergone significant advances in line with the drive for innovation and modernisation, expanding its scope of activities.
Beyond its effective participation in major investigations and criminal cases, the force has played a major role in protecting national sovereignty and safeguarding territorial borders and cyberspace through technical measures, while also contributing to the country's socio-economic development.
On behalf of the Party and State leadership, Lâm commended and congratulated the technical operations force for their achievements over more than 72 years of development.
Confirming that tasks facing the force in the years ahead would be both demanding and complex, the top leader expressed confidence that, by upholding its proud traditions and embracing a spirit of responsibility, bold thinking, decisive action and innovation for the common good, the People's Public Security Force as a whole, and the technical operations force in particular, would successfully fulfil the duties entrusted to it by the Party, the State and the people.
